Support the implementation of Regional Initiatives in Haiti

In the context of Organization’s Strategic Objectives (SOs) and Regional Priorities, and in order to achieve greater impact in specific countries in the 2014/15 biennium, FAO will focus its work in Latin America and the Caribbean in the implementation of Regional Initiatives (RIs). These RIs have prioritized specific countries based on the prevalence of food insecurity and rural poverty, and the existence of relevant political processes and commitment in the countries for food and nutrition security. Likewise opportunities like programmes, projects and key partners working in the countries that can contribute to achieve results and greater impact in the short/ medium term have been critical in the country prioritization exercise. Haiti has been identified as priority by all the RIs.

The objective of this project is to formulate project proposals that:

  • facilitate the coordinated implementation of the RIs in Haiti and the integration of the Haiti Country Programme in the RIs;
  • improve communication, reporting and visibility of the Haiti Country Programme in the framework of the RIs;
  • identify and add critical elements and activities to the Country Programme that improve coherence and overall impact in relation to the RIs; and
  • address the specific requirement of the Haiti Government for the formulation of a project to develop a Legal Framework for Family farmers. (“statut de l’exploitant agricole”)

The expected outputs of the project include:

• one or more technical cooperation projects formulated that strengthen the coordinated implementation of the RIs in Haiti and the integration of the Haiti Country Programme in the RIs, including critical elements, activities and outputs that improve coherence and overall impact in relation to the RIs. This will include a technical cooperation project on the development of the Legal Framework for family farmers (“statut de l’exploitant agricole”);
• Improved communication for development of a strategy for FAO-Haiti and enhanced visibility of outputs and activities included in ongoing or new projects and programmes, such as the new technical cooperation programmes;
• A strategy developed for improved monitoring and evaluation of the Haiti Country Programme in relation to the Organizations Strategic Framework and the RIs, including better use of ITC and geo-spatial references.
