Mandate, main activities of the institution and competencies

HHRRC is a specialised institution for hybrid rice research and technology transfer. It engages in applied and academic research activities on the development and application of rice hybrids with stronger heterosis, multiple resistances, and improved grain and seed quality.

Activities include techniques of mechanized hybrid rice cultivation from seeding to harvesting and high-yielding hybrid seed production technology.

HHRRC has been involved in China’s South-South Cooperation programme (SSC), in particular with the Food and Agriculture Organization of the United Nations (FAO), and provides technical advice and support to the Minister of Agriculture of China (MOA) international assistance programme, food security, policy and institutional analysis as well as other advisory services throughout the international cooperation process.

Summary of the activities during the last two years

Engagement in SSC with FAO: Identification and recruitment of experts FAO-SSC, participation in the formulation of the SSC projects, coordinating and conducting specific training courses under FAO-China SSC programme, organizing study tours for SSC counterparts, provision of technical supervision for the SSC projects. HHRRC has organized five international courses and programmes during 2011-2013, and trained 59 agricultural officials, technicians and interns from 10 countries. HHRRC has also been active in collaborating with international counterparts in developing hybrid rice and transferring its technology to other developing countries, thereby contributing to research in areas relevant to rural and agricultural development, food security and publishing peer-reviewed research papers in these areas. 

Legal status and Government arrangements of the institutions

HHRRC was established by the Government of the People’s Republic of China and the Hunan Provincial Government in 1984, it is a public research institution with legal status affiliated to the Hunan Academy of Agricultural Sciences. HHRRC is a governmental organization and hence follows the rules and regulations applicable to all governmental institutions.

YUAN Longping, “Father of Hybrid Rice”, is Director General of the Hunan Hybrid Rice Research Center (HHRRC), Changsha, China. With over 50 years of experiences in hybrid rice research initiated by him in China, he has made outstanding achievements. In fact, Yuan has been awarded over 20 national and international prestigious prizes including the first Special-class of National Technological Invention Prize, UNESCO Science Prize, FAO World Food Security and Sustainability Medal, and U.S.A. World Food Prize. He has successively published over 70 papers and 7 monographs such as Breeding and Cultivation of Hybrid Rice, Hybridriceology and established the disciplinary system of hybrid rice. In 1995, he was elected an academician of the Chinese Academy of Engineering and in 2006, he was elected a foreign associate of the National Academy of Science of U.S.A. He also served as the chief consultant for FAO in India, Myanmar, Egypt, Thailand and Italy, focusing on the development and large-scale adoption of hybrid rice technology.

LIAO Fuming is a research professor at Hunan Hybrid Rice Research Center (HHRRC), Changsha, China. With a PhD degree in genetics and plant breeding, from the Hunan Agricultural University (HAU), where he also obtained his undergraduate and master degree of science; he has made some research achievements and has been awarded sci-tech prizes including the National Prize for Science & Technology Progress. Additionally, he published over 60 papers on hybrid rice R&D and co-authored some academic books including the Science of Hybrid Rice and Hybrid Rice Technology (in English). Since 1992, he has been a lecturer in international training courses on hybrid rice held at HHRRC. Besides researching, his current work has focused on journal editing and taking charge of the international cooperation and development affairs at HHRRC. He also served as a consultant for FAO in India on the development and large-scale adoption of hybrid rice technology.
 

TITLE & FULL NAME: Prof. DENG Huafeng

DENG Huafeng, a research professor, is the Executive Deputy Director General of the Hunan Hybrid Research Center (HHRRC), Changsha, China. He is also the vice president of Hunan Academy of Agriculture Sciences. With a PhD degree in genetics and plant breeding from Hunan Agricultural University (HAU), where he also obtained his undergraduate and master degree of science, he has made some research achievements, including 10 varieties and 3 male sterile lines, awarded sci-tech prizes including the National Technological Invention Prize, National Prize for Science and Technology Progress and published over 40 papers on hybrid rice R&D and authored 4 academic books. He also has gained 8 new variety rights and invention patents by his outstanding work. He is the first batch of talents of ‘National Hundred, Thousand and Ten Thousand Talent Project in the New Century’ and the chief experts of the State 863 Program.

DENG Qiyun is a research professor at Hunan Hybrid Rice Research Center (HHRRC), Changsha, China. His work focuses on breeding new rice combinations by employing integrated approaches with traditional and molecular breeding technologies. He has conducted projects supported by National Natural Science Foundation of China and 863 Programs of Ministry of Science & Technology, etc. He developed the leading thermo-genic-sensitive male sterile (TGMS) line Y58S and the super hybrid rice combination YLY1, YLY900, etc., among which YLY1 has been planted in the largest area annually in China since 2010 and extended to more than 2.67 million hectare so far. These achievements gained him some sci-tech prizes including the First Prize of Hunan Provincial Scientific and Technological Advancement Award and the First Prize of Dabeinong Science & Technology Award in 2013 etc. He also published over 90 papers and has been appointed as Chief scientist of Bio-Rice (Hunan) CO., LTD.

DENG Yingde is a research professor at the Hunan Hybrid Rice Research Center (HHRRC), Changsha, China. With a PhD degree in seed science and engineering from Hunan Agriculture University, where he also obtained his master and undergraduate degrees in agronomy, he has made some achievements awarded sci-tech prizes including National Prize for Science & Technology Progress. He is now working on hybrid rice breeding and the breeding of hybrid combinations with stress resistance for the utilization of distant or intersubspecific heterosis. He has developed 3 male sterile lines and more than 10 hybrids, which have been released for commercialization. He served as the consultant for FAO in Burma on hybrid rice development and training technicians in Burma in 1997.

FU Xiqin, a research professor at the Hunan Hybrid Rice Research Center (HHRRC), is also the Director General of the State Key Laboratory of Hybrid Rice. He obtained his PhD degree in plant molecular biology from the Australian National University, a master degree in plant breeding from the University of Philippines at Los Banos and an undergraduate degree in Agronomy from the Hunan Agriculture University. His major achievements include the development of photoperiod-and-thermo-sensitive genic male sterile (PTGMS) line Long 74S, and rice lines highly resistant to BBPH and BPH, the establishment of rice breeding system through re-arrangement of enhancer-target gene activity, genetic purification of Peiai 64S through another culture and co-authoring of the book ‘Technology of Hybrid Rice Production’ which was published by FAO in 1995.

MA Guohui, a research professor, is the deputy director general of  theHunan Hybrid Rice Research Center (HHRRC), Changsha, China. With a PhD degree in crop cultivation and farming system from China Agriculture University (CAU) and mater degree from Hunan Agriculture University (HAU), he is invited to be visiting professors in CAU & HAU. He has made many achievements awarded sci-tech prizes on the super high yielding management of rice both at national and provincial levels and authored or co-authored 6 academic books both in Chinese and English including ‘Theory and Practice for High-yielding Rice Under Tri-cropping system’ and ‘Hybrid Rice Technology’ etc. He has extensive experiences in working internationally: he was invited to be a consultant in the Philippines, Bangladesh, India, Myanmar, by IRRI/ADB; he also worked in Thailand to conduct the hybrid rice program cooperating with Thai- company as a hybrid rice expert.

PENG Jiming is a research professor at Hunan Hybrid Rice Research Center (HHRRC), Changsha, China. He obtained his master degree in rice breeding and production from Kasetsart University in Thailand. He developed Y liangyou 143 – one rice variety that has been released to commercialization in China and Indonisia in 2011 and 2014 respectively. He published 75 papers and authored or co-authored 6 books including ‘Methodology for Genetic Purification of Hybrid Rice Parents’. He worked in 11 countries for hybrid rice development, including the Philippines, Vietnam, Myanmar, Sri Lanka, Bangladesh, India, Guinea, and Mali, Egypt,Fiji and USA. He also served as consultant and team leader for FAO in Sri Lanka from Nov.11,2007 to Jan.11, 2008.

YUAN Dingyang is a research professor at Hunan Hybrid Rice Research Center (HHRRC), Changsha, China. With a PhD degree in plant molecular biology from Chinese University of Hongkong (CUHK), master degree in crop genetic breeding from Hunan Agriculture University and undergraduate degree in agronomy from Guangxi Agriculture University, he has made some achievements awarded sci-tech prizes including Hunan Provincial Prize for Science & Technology Progress. During his work in CUHK as a postdoctor from 2006 to 2008, he worked out the prototype structure of C4 rice. During his work in HHRRC, he has developed a batch of new parental lines and varieties of hybrid rice. Besides, he also worked out the method to improve the starch quality in rice through molecular improvement.

ZHAO Bingran is a research professor at Hunan Hybrid Rice Research Center (HHRRC). He obtained his PhD degree in crop breeding and genetics from Hunan Agriculture University and undergraduate degree in genetics from Sichuan University. He is now working on germplasm innovation and super hybrid rice breeding with molecular assisted methods, including gene engineering, molecular maker assisted selection, genomic DNA transformation and genome editing technology. He has developed 8 parental lines and combinations of hybrid rice and published his papers on PNAS, MGG, etc.
