Mandate, main activities of the institution and competencies

Mandate:

  • Implementation of national policy to promote the control of water for irrigation purposes.

Main activities:

  • Constructing rural facilities and infrastructure, in particular reservoirs and artificial lakes, hydroagricultural projects, rural roads, storage and conservation depots for agricultural products;
  • Formulating and monitoring application of technical rules and standards on the construction, maintenance and operation of hydroagricultural projects, rural facilities and infrastructure;
  • Designing, implementing, monitoring and checking programmes, hydroagricultural projects, rural facilities and infrastructure in which the contracting authorities and project managers are from semi-public bodies tasked with promoting irrigated crops;
  •  Monitoring the activities of semi-public bodies tasked with promoting irrigated crops;
  • Monitoring relations with national and international agencies active in controlling water for irrigation purposes.

Competencies:

  • Monitoring, control and implementation of hydroagricultural and pastoral development projects and studies. 
Summary of the activities during the last two years
  • Providing expertise to other countries or institutions:

Technical supervision of the Project to Support Local Small-Scale Irrigation (PAPIL), Retention Basins and Well Development Project (BARVAFOR) and the Agricultural Value Chains Support Project (PAFA):

Supporting the drafting, examination and validation of all technical dossiers submitted by the project on hydroelectrical developments and other rural infrastructure;

Supporting the drafting of terms of reference and technical specifications for the proposal request files and Calls for Bids;

Participating in the technical assessment of bids to select consultants, consultancies and/or companies;

Participating in the control and monitoring of infrastructure and development projects;

Supporting the project in terms of communication ;

Carrying out studies, dialogue and reflections on issues relating to the project’s areas of intervention;

Supporting the introduction and operation of a mechanism for the upkeep and sustainable maintenance of hydroagricultural projects;

Making constructive proposals to coordination units about hydroagricultural and pastoral projects and infrastructure;

Formulating annual programmes and budgets for activities to be submitted to coordination units;

Supporting the project in capacity building for technical departments in the planning, monitoring and assessment of rural engineering actions;

Collecting data and being familiar with all tools relevant to the monitoring and assessment of activities carried out in the context of this agreement;

Representing those projects, where necessary, at technical events and meetings relating to rural engineering activities. 

  • Providing reference substances/services/training to other countries or institutions

Carrying out studies, dialogue and reflections on issues relating to the project’s areas of intervention;

Supporting the introduction and operation of a mechanism for the upkeep and sustainable maintenance of hydroagricultural projects

Mauritanian mission in Senegal

Visits to anti-salt dams and reservoirs 

Providing documents on feasibility studies and studies on reservoir construction  

Providing handbooks on the management and maintenance of reservoir projects
