Background

In 1997, the African Development Bank made a Technical Assistance Fund available to support the SPFS pilot activities in 8 African Countries.

Through South-South Cooperation, affordable technical assistance has been provided at the village level.

Results
  • The implementation of the 8 projects demonstrated a variety of best practices in different agro-ecological and socioeconomic zones, such as small scale irrigation schemes in Cameroon and Tanzania, drip irrigation in Cape Verde, pedal pumps for vegetable production in Ghana, bottom land development in Guinea, successful Farmer Field Schools in Malawi and Mozambique, strengthened farmer associations in Mauritania and aquaculture in Mozambique.
  • Most of the low-cost technologies adopted by farmers provided significant productivity increases for both crops and animal production and positive impact on the nutrition and food security of the participating households.
  • Significant steps are being taken in 6 of the 8 countries to assist the governments in the design and implementation of more comprehensive and large scale programmes for food security under national ownership. These programmes are based on lessons learned from SPFS and other similar action oriented programmes. In Tanzania this has led to the approval by the African Development Bank of a US$54 million loan for district agriculture in November 2004. In Ghana US$51 million has been allocated to the expansion of SPFS activities, such as improved land and water management, agriculture intensification and rural income diversification.
  • The African Development Bank is considering renewing this commitment through similar food security programmes in many of its member countries on the African continent.
