تواصل ارتفاع أسعار الحبوب ، و الناجم عن ضعف أداء موسمي الصيف و الشتاء السابقين 10/2009 و ما صحب ذلك من إنخفاض في الإنتاج، حيث ظلت الاسعار أعلي بمقدار واضح عن متوسطها للاعوام القليلة الماضية حيث استمر الاتجاه التصاعدي لها حتى خلال موسم الحصاد (سبتمبر إلى ديسمبر) وهي التي عادة ما تنخفض فيها الأسعار أو تستقر.
جدير بالذكر أن السوق العالمي للحبوب يشهد إستقراراً خلال هذه الفترة و إن كانت أسعار القمح بدأت في إرتفاع متطرد منذ يوليو 2009 بعد فترة الاستقرار النسبي التي شهده النصف الاول من العام نفسه. إن اتجاهات الأسعار الحالية تعتبر مقلقة للغاية ، لا سيما للذرة الرفيعة و التي كثيرا ما تتجاوز معدلاتها التاريخية القياسية. وعلاوة على ذلك فمن المتوقع إنخفاض القدرة الشرائية للشرائح الفقيرة من المواطنين خلال موسم 2010/11 ما لم يتم عكس اتجاه الاسعار الحالي. و يتوقف تحديد إتجاه الاسعار علي مستوي أداء الموسم الصيفي القادم.

The Sudan Institutional Capacity Programme: Food Security Information for Action
(SIFSIA) programme in Southern Sudan made significant advances towards meeting its
objectives in 2009. Building on the work started in 2008, SIFSIA-South recorded
tremendous progress in building the capacity of the Government of Southern Sudan
(GOSS) and the ten states in Southern Sudan in food security information collection,
analysis and dissemination.

حافظت أسعار الحبوب الغذائية علي مستوياتها العالية و ذلك في إمتداد للنمط السائد منذ شهر يوليو 2009 و يظهر ذلك في كل الاسواق الرئيسية بالسودان. حيث تجاوزت الاسعار معدلاتها الطبيعية كإنعكاس للإنخفاض الملحوظ في الكميات الواردة من الحبوب للأسواق مقارنة بالطلب عليها. حيث سجلت الخرطوم و التي تعتبر أكبر سوق إستهلاكي إرتفاعاً في أسعار الحبوب بلغ أكثر من 150% في شهر فبراير المنصرم مقارنة بمتوسط نفس الفترة للأعوام 2005 - 2008.و على الرغم من أن حدوث زيادة طفيفة في أسعار الحبوب في موسم ما بعد الحصاد يعد امر طبيعي (فبراير -- مارس) ،إلا أنه بالنظر إلى مستوى الأسعار الحالية فإن إستمرار الاسعار في إتجاه الإرتفاع يدعو للقلق وبشكل خاص في هذا العام. ما لم يتم الحد من تواصل إرتفاع اسعار الحبوب الغذائية يصبح مهددأ لحالة الأمن الغذائي الهش في مناطق النزاعات و مناطق الزراعة التقليدية .

SIFSIA Northern Sudan and Sudan Government of National Unity (GNU)
Cereal prices in all major markets are not following normal seasonal trends. Prices have stabilized at a high level or increased since July 2009, and gone much above their
average levels. This potentially reflects a stiff supply of grain compared to demand throughout the country. Cereal prices have also increased during February, in some significantly. February’s sorghum prices in Khartoum, the largest terminal market, are more than 150 percent above its 2005 - 2008 average prices for this time of the year.
Although a slight increase in cereal prices is normal in the immediate post-harvest season (February – March), given the very high level of current prices in the country, the trend is particularly worrying this year. Unless this trend is reversed, further cereal price increases could jeopardize the fragile food security situation in the conflict prone and subsistence farming areas.

The Sudan Institutional Capacity Programme: Food Security Information for Action
(SIFSIA) programme in Southern Sudan made significant advances towards meeting its
objectives in 2009. Building on the work started in 2008, SIFSIA-South recorded
tremendous progress in building the capacity of the Government of Southern Sudan
(GOSS) and the ten states in Southern Sudan in food security information collection,
analysis and dissemination.
Among the major milestones reached during the year was the operationalization of the
Southern Sudan Food Security Council (FSC), which was established by Presidential
Decree in June 2008. The first meeting of the FSC, chaired by the President and
attended by most members of the Council of Ministers, was held on 3 September 2009
and deliberated on a number of critical issues regarding the food security situation in
Southern Sudan.

على الرغم من استقرار أوضاع أسواق الحبوب العالمية إلا أن الأسعار المحلية ظلت أعلي بكثير من المتوسط طوال عام 2009 وتواصل نفس
المنوال في يناير 2010 ، حيث إستقرت أسعار الحبوب عند مستوى عال جداً في جميع الأسواق الرئيسية في شمال السودان.كما شهدت الأسعار في المناطق الريفية إرتفاعاً ملحوظاً إنعكس علي الأرقام القياسية لأسعار المواد الغذائية لتلك المناطق، الأمر الذي يخالف الاتجاه الطبيعي للأسعار خلال السنوات التي شهدت ظروفاً عادية.

Despite stabilized global cereal market situation, local cereal prices remained much above average throughout 2009 and increased or remained high during January 2010.
All cereal prices remained stable at a very high level in all selected major markets of the country. Rural cereal and general food price indices have followed the same
abnormal trend in contrast to the normal years.

• Net cereal production from the traditional sector this year is expected to be 660 000 tonnes,approximately 38 percent below last year’s adjusted figure of 1.07 million tonnes, and 10 percent below the previous five years average (adjusted) of 733 000 tonnes.
