Reducing emissions from deforestation and forest degradation (REDD+) is a means of ensuring that those who depend on the world’s forests for their livelihoods can continue to do so indefinitely through the process of sustainable development. It is also, of course, the key way in which the still increasing quantity of greenhouse gases emitted from forests can be reduced. In the decade that the REDD+ concept has been developing, there have been several decisions on it at the Conference of the Parties under the United Nations Framework Convention on Climate Change (COP). The COP decisions on REDD+ are now substantial and create a framework of rules for countries to start implementing REDD+. Those decisions were adopted over time, however, and are difficult to access. The decisions also make reference to a number of concepts which are complex and undefined. This Guide consolidates the decisions and explains their contents in a way that is easy to read and so makes the rules easier to interpret.
