TCA coordinates and facilitates the mobilization of extrabudgetary resources to fund projects and programmes both at headquarters and in member countries. Its areas of work are:

• donor liaison and programming services;
• information dissemination on donor priorities, policies and opportunities;
• advisory support to resource mobilization activities by headquarters and decentralized offices.

TCA ensures close synergies between donors' thematic and geographic priorities and the needs of FAO's normative programmes and of developing and transition countries. Through its decentralized units, TCA provides advice and information on field programme funding opportunities, which include unilateral trust funds, whereby governments finance FAO's technical assistance using their own resources or funds from loans, credits and grants.

Within the context of its policy and strategy work, TCA formulates and seeks funding for programmes and projects at the country, regional and global level.
