Turning expertise into action
The Technical Cooperation (TC) Department shares and applies FAOs technical knowledge at the country level in response to the expressed needs of developing countries. It implements and coordinates FAO's field activities in close cooperation with FAO technical departments and decentralized offices, as well as member countries and FAO's development partners particularly donors, UN agencies, financing institutions, regional economic organizations and non-governmental organizations.
The Department also manages and mobilizes resources for emergency rehabilitation and development programmes and is responsible for promoting greater investment in agriculture. It assists member countries in the formulation and implementation of policies and strategies, serves as a facilitator for development projects and provides funding from the FAO core budget for projects that address urgent problems. TC also houses the Special Programme for Food Security and is responsible for delivery of emergency relief and rehabilitation.
Since the avian influenza crisis began in late 2003, FAO's role in combating the disease is wide: technical assistance, policy advice, provision of laboratory equipment, protective clothing and training, agency and donor coordination, contingency planning, technical information and guidelines and advocacy. With FAO's Agriculture Department leading the Organization's response to the crisis, the Technical Cooperation Department provided grants through the Technical Cooperation Programme and closely supports the Agriculture Department's activities.
TC works in partnership with all FAO departments and decentralized offices.
