Abstract

This paper, accompanied by selected illustrative case studies, reviews a number of decentralization experiences with the training programmes that were elaborated to prepare planners to the expected new tasks. The review has been made with the help of a framework which is also proposed as a tool to analyse decentralization for trainers facing the task of designing in-service training programmes. A number of issues for consideration are highlighted which should be of interest to professional trainers from academic/training institutions, decentralization policies, regional institutions and international agencies working in support of decentralization and training.
