Director-General’s Reception

On the occasion of the Thirty-third Session of the FAO Conference, the Director-General will host a Reception at 19.30 hours on Saturday, 19 November 2005 in the Aventino Room, 8th Floor, Building B.

Heads of Delegation of Member Nations, Permanent Representatives and Observer Delegations, accompanied by one Delegate, are invited to collect their invitations from their pigeon holes at the Documents Desk, Korean Conference Service Centre.




Audience with His Holiness Pope Benedict XVI

On the occasion of the 33rd Session of the Conference, His Holiness Pope Benedict XVI will receive in Audience Delegates. The Audience will take place in the “Sala Clementina” on Thursday, 24 November 2005 at 12.00  hours. Doors to the hall will be closed at 11.30 hours.

Entrance to the Sala will be effected through the “Portone di Bronzo”, on the right-hand side of Piazza San Pietro, upon presentation of a special access card and screening through a metal detector by the Italian Police authorities.

The cards will be distributed upon request at a desk marked “Papal Audience” in the Belgian Lounge (main entrance to the Plenary Hall), from Monday, 21 November to Wednesday, 23 November 2005, from 09.30 to 12.00 hours.

A bus service will be provided to and from the Vatican. Buses will leave from FAO (Building A) at 10.30 hours and will return at 13.00 hours approximately.

   

Informal Meeting of INGOs Observers

An informal meeting of observers from International Non-Governmental Organizations (INGOs) attending the Thirty-third Session of the Conference will take place from 10.00 hours to 13.00 hours and from 14.00 to 18.00 hours on Saturday, 19 November 2005 in the Philippine Room (C277).
Discussions will focus on: the implications of “FAO Reform - A vision for the 21st century (C 2005/INF/19)” and the “Special Event: Gender Equality and Access to Factors of Production” and the “International Conference on Agrarian Reform and Rural Development”, as well as on preparations for the Special Forum at CFS in 2006 and the International Alliance Against Hunger (IAAH).

   

Presentation by Mali on the 24th FAO Regional Conference for Africa

The Delegation of Mali wishes to invite Conference participants to a short presentation on arrangements for the 24th FAO Regional Conference for Africa, which will be held in Bamako from 30 January to 3 February 2006. The presentation will be made on Tuesday, 22 November 2005 at 12.30 hours in the Malaysia Room (B227).

   

Registration

As the list of Delegates and Observers appended to the Conference Report includes only the names of those who have registered as participants, including Permanent Representatives, those who have not yet registered are kindly requested to do so in the Turkish Registration Centre on the Ground Floor of Building A without further delay.

   

Provisional List of Participants

A Provisional List of Delegates and Observers will be available as from today at the Documents Desk, Korean Conference Service Centre (Building A, First Floor). Participants are requested to submit any corrections or amendments to this list (C 2005/INF/2) to the Supervisor, Documents Desk, at the Korean Conference Service Centre for inclusion in a revised version to be issued subsequently.

   

Electronic Voting System

The Plenary Hall of FAO is equipped with an electronic voting system. The system can be used (a) to determine the number of Delegations present in the room (for the purpose of determining a quorum); (b) to carry out a vote without recording names (equivalent to vote by show of hands) and (c) to carry out a nominal vote (equivalent to vote by roll call) and provide afterwards a list of Delegations having votes “for”, “against” or “abstaining”. The system cannot be used for secret ballots, including elections. Therefore secret ballots are conducted in accordance with the relevant legal provisions using tellers, ballot papers, voting booths, ballot boxes and a counting room. Two large electronic panels in the Plenary Hall show the result of each vote taken; in addition a formal printed record is provided to the Chairperson and the Elections Officer for certification of the results of the vote.

   

Documents Desk, Korean Conference Service Centre

While Conference documents were distributed in advance to all invited Governments and Organizations, a limited quantity will also be available during the Conference at the Documents Desk in the Korean Conference Service Centre, located on the First Floor of Building A (at the entrance of the Red and Green Rooms).

   

Booking of Meeting Rooms

Since meeting room facilities are very limited, priority will be given to requests for meetings of regional groups ahead of those for bilateral meetings. The latter will be accepted on a first-come, first-served basis, and availability will only be confirmed 24 hours in advance.

Written Statements by Heads of Delegations for Plenary

Delegates intending to make statements in the Plenary from a prepared text, and who wish to help ensure that the impact of their words is equally strong in all languages, are requested to read at a reasonable speed and to hand in eight (8) copies of the texts as soon as possible in advance to Room A274, where they will be distributed to the Interpreters and Verbatim Reporters. Such a precaution will also help to minimize errors, especially when quoting figures and proper names.

   

Written Statements by Delegations for other meetings

Delegates intending to read a written statement, and who wish to help ensure that the impact of their words is equally strong in all languages, are requested to read at a reasonable speed and to hand an advance copy of the text as soon as possible to one of the messengers in the meeting room. The statement will be photocopied and distributed to the Interpreters before it is delivered. Such a precaution will also help to minimize errors, especially when quoting figures and proper names.

Election of Council Members

Nomination forms for Member Nations wishing to be elected to the Council are appended to document C 2005/11. All forms should be completed and signed by the delegate of the country standing for election to the Council and by two nominating delegations, which need not necessarily be from the same region as the candidate.
Such forms should be submitted to Room B202, Office of the Secretary-General of the Conference,
by 12.00 hours on Saturday, 19 November 2005 at the latest.
In accordance with Rule XXII-10(g) GRO “... Candidates who are unsuccessful in the election to fill the vacancy or vacancies occurring in the first calendar year shall be included among the candidates for election to the vacancy or vacancies occurring at the end of the second calendar year, except where they voluntarily withdraw.”

   

Membership of the Programme and Finance Committees

Nomination forms for Member Nations wishing to be elected to the Programme Committee or Finance Committee are appended to Document CL 129/7.
Such forms should be completed, signed and submitted to Room B202, Office of the Secretary-General of the Conference and Council,
by 12.00 hours today, Friday, 18 November 2005, at the latest.

   

Membership of the Committee on Constitutional and Legal Matters

Nomination forms for Member Nations wishing to be members of the Committee on Constitutional and Legal Matters are appended to Document CL 129/8.
Such forms should be completed, signed and submitted to Room B202, Office of the Secretary-General of the Conference and Council, by 12.00 hours on Monday, 21 November 2005 at the latest.

   

Membership of the World Food Programme
Executive Board

Nomination forms for Member Nations wishing to be members of the World Food Programme Executive Board are appended to Document CL 129/9.
Such forms should be completed, signed and submitted to Room B202, Office of the Secretary-General of the Conference and Council, by 12.00 hours on Monday, 21 November 2005 at the latest.

   

Membership in the Open Committees of the Council
for 2006-2007

Document C 2005/INF/15 invites Delegations to the Conference to complete and sign the forms relating to membership in the Open Committees of the Council for the 2006-07 biennium, namely:

World Agriculture Information Centre - WAICENT Stand

FAO's hypermedia electronic information services accessible over the Internet are featured at the WAICENT stand, which is located in the Korean Conference Service Centre, at the entrance of the Red and Green Rooms (First Floor, Building A). Delegates are invited to visit the area, where they can benefit from assisted demonstrations of the information services, or use one of the computers and explore for themselves.

   

Library

The David Lubin Memorial Library can provide delegations of FAO Member Nations and observers with information resources and services needed for the performance of their work. The Library, which has temporarily been relocated to a prefabricated structure situated in front of Building D, offers training in searching and accessing FAO documentation and other resources, including the Virtual Library. Customized presentations may be arranged on demand to meet the specific needs of Conference delegates. Requests and queries should be addressed to the Library Reference Service, Room T010 (ext. 53784).

   

Wireless Internet
Service

FAO is currently piloting a Wireless Internet Service for Conference attendees. The service is available in the main Meeting Rooms (Plenary Hall, Red and Green Rooms), plus the Nordic Lounge and the Atrium (between Buildings A and B).

Conference participants with a laptop or PDA (Personal Digital Assistant) which has Wireless LAN capabilities, conforming to the 802.11b or 802.11g standards are welcome to use this free service.

There are three steps to take in order to connect to the service:

Step 1: Turning on laptop or PDA, while in the above-mentioned areas.
Step 2
: Allowing laptop or PDA to detect the network “guest_internet”.
Step 3
: Opening a browser and trying to connect to an Internet site. The following username and password should be used:

[Username: visitor and Password: go2internet]

Please note that no support can be provided if problems arise when connecting to, or using, the wireless internet service.

   

Internet Café Service, including Documents on Internet

This service will be available for Delegates and Observers in the Flag Room (Ground Floor, Building B) from 08.00 to 18.00 hours.
The computers in this area will allow access to the FAO Web site and the Internet in general, as well as enabling participants to log on to their
e-mail accounts.

Prayer Room

A Prayer Room is available for use by Conference participants in Room
A250 Ter.

   

Cloak Room

A cloakroom is situated in the Atrium between Buildings A and B.

   

Use of Mobile Telephones

Delegations are reminded that mobile telephones should be switched off during meetings.

   

Pigeon Holes

Delegates are kindly requested to refrain from distributing documents in the meeting rooms during the Conference. Documents for other delegations may be left at the Korean Conference Service Centre, located at the entrance of the Red and Green Rooms. Delegates should pick up the contents of their pigeon holes regularly.

   

Cafeteria

The following catering facilities will be operational from 16 to 28 November 2005:

  • The Polish Bar (Building A, Ground Floor) beverages, sandwiches, salads and hot dishes; open from 7.30 to 17.30 hours/end of Plenary Session will be for the use of delegates and FAO staff serving the Conference and Council only.
  • Cafeteria (Building B, Eighth floor) beverages, salads, and hot dishes, service from 11.45 to 14.30 hours;
  • Blue Bar C (Building C, Eighth floor) beverages, sandwiches and salads from 8.00 to 17.00 hours;
  • FAO Restaurant (Building C, Eighth floor) seated “à la carte” /menu service from 12.00 to 14.00 hours.
  • Bar D (Ground Floor, Building D) beverages, sandwiches, salads and hot dishes; open from 7.30 to 16.30 hours.
