DUTIES AND RESPONSIBILITIES

Under the overall supervision of the Director, Joint FAO/IAEA Division and the general supervision and guidance of the Head of the Animal Production and Health Section, the incumbent will:

  • Review, plan and guide developments in nuclear, nuclear associated and nuclear related technologies, including serological and molecular technologies, for control of transboundary animal diseases and those that affect humans;
  • Develop and build animal disease control capacities in Member States by facilitating and supporting the successful transfer of such technologies, undertaking field missions to assist in planning and implementation of projects;
  • Plan, implement and manage the technical aspects of Coordinated Research Programmes (CRPs) and Technical Co-operation Programmes (TCPs) dealing with early and rapid diagnostic technologies (i.e. immunoassay and molecular techniques);
  • Plan, organize and conduct meetings, training courses and regional seminars;
  • Respond to Member States’ needs for the development, evaluation and validation of diagnostic technologies to enhance the control of diseases providing expertise to national veterinary diagnostic laboratories in establishing quality control and quality assurance scheme;
  • Edit and evaluate project-related reports and manuscripts prepared by counterparts and experts;
  • Develop and maintain contacts with other FAO Divisions, in particular the Animal Production and Health Division (AGA), and other partners such as the World Organization for Animal Health (OIE) and the World Health Organization (WHO); as well as with donors to contribute to resource mobilization;
  • Participate in the preparation and review of biennial FAO/IAEA programmes, works plans, budgets, bi-annual newsletters and periodic updating of the Section's website;
  • Perform other related duties as required.

MINIMUM REQUIREMENTS
Candidates should meet the following:

  • University Degree in Veterinary Medicine plus a Ph.D (or equivalent post graduate qualification) in Veterinary Science
  • Seven years of relevant experience, in increasing levels of responsibility, related to the control of animal diseases, in particular the development and use of molecular and/or serological tools for the study/diagnosis/epidemiology of livestock diseases
  • Working knowledge of English, French or Spanish and limited knowledge of one of the other two

SELECTION CRITERIA
Candidates will be assessed against the following:

  • Extent of experience in planning, implementing and coordinating activities related to animal disease control, in particular the development and use of molecular and/or serological tools
  • Proven track record and experience in scientific research and development aspects which included experience in diagnostic and prophylactic technologies and their development as well as a demonstrated ability to design, implement and evaluate such projects
  • Extent and relevance of experience, including knowledge of smallholder farming systems and field experience in developing countries, in supporting policies, programmes and analyses of public, private and mixed rural institutions that mediate adoption of technology and uptake of scientific research results
  • Depth of understanding of coordinated research and technical cooperation project life cycles
  • Demonstrated ability to express and synthesize ideas clearly and concisely, both orally and in writing, in English
  • Extent of knowledge of the work of international organizations, such as FAO and other UN organizations and advanced research institutes
  • Demonstrated competency in facilitating teams of diverse stakeholders and disciplines in an international and intergovernmental setting, and in establishing and maintaining networks and partnerships for resource mobilization
  • Demonstrated results-based management capabilities with ability to manage programmes and projects efficiently under shifting priorities and to deliver against deadlines

* The length of appointment for internal FAO candidates will be established in accordance with applicable policies pertaining to the extension of appointments.

REMUNERATION

Level P-4 carries a net salary per year (inclusive of a variable element for post adjustment) from US$ 111,299 US$ 136,372 (without dependants) and from US$ 119,520 to US$ 147,289 (with dependants)
