DUTIES AND RESPONSIBILITIES

Under the operational supervision of the FAO Representative, the overall supervision of the Chief Technical Advisor (CTA) and the technical supervision of the Food Quality and Standards Service (AGNS), Lead Technical Unit, working in close collaboration with members of the Technical Assistance team (TAT) as well as relevant local authorities and other relevant units in FAO, the incumbent will perform duties related to Output 1 “Coherent food quality and safety policies and coordinated risk-based food control programmes” of the project “Improving food safety, quality and food control in Bangladesh”. In particular, will:

  • assess the capacity of the National Food Safety Advisory Committee (NFSAC) and propose recommendations for its improvement;
  • advise on the establishment of mechanisms / technical sub-committees in concerned ministries to support improved functioning of NFSAC;
  • provide training and capacity building to NFSAC and subsidiary committees;
  • review and assess existing institutional and legislative frameworks, including food laws, regulations, standards, and business rules;
  • review existing policies and strategies related to food safety and quality and determine the need for further policy and strategy development/ revision ensuring coherence in the overall national policy framework ;
  • evaluate the interface between official food safety/ quality authorities and the industry, in close collaboration with the Technical officer responsible for Training in Food safety management/ food safety education, and provide guidance on improving efficiency of overall systems of national food quality/ safety management;
  • evaluate the role of consumer bodies and other civil society groups in food safety/ quality decision-making and develop a strategy for its improvement;
  • provide guidance for the review of the Food Law and preparation/ update of priority food safety and quality regulations;
  • identify priorities for the development and updating of national food safety and quality standards;
  • provide training on the application of the risk analysis framework for senior technical and management staff in all ministries concerned with food safety;
  • establish and ensure regular updating of a national website disseminating information on national food control setup providing details of legislation, standards, implementing agencies, national food safety and quality policy strategy, etc;
  • participate in the establishment of a documentation centre on food safety issues; and
  • perform other related duties as required.

MINIMUM REQUIREMENTS
Candidates should meet the following:

  • Advanced university degree in food science, or food safety related discipline or law
  • Seven years of experience in food control management, including experience with international food safety bodies
  • Working knowledge of English

SELECTION CRITERIA
Candidates will be assessed against the following:

  • Extent of experience with senior food control management at a national or regional level
  • Relevance of experience in food quality and safety and in assessing needs for capacity building and strengthening national food control systems
  • Extent and relevance of experience in applying the food safety risk analysis framework to the food safety decision-making process
  • Extent of experience in private food sector on issues related to food safety/ quality management and compliance with national and international standards and regulations
  • Demonstrated experience in participatory policy development processes
  • Demonstrated experience in complex development projects on food safety and its management
