DUTIES AND RESPONSIBILITIES
Under the overall supervision of the FAO Representative and the functional guidance of the Senior Forestry Officer, RAPO, and in close collaboration with the Forestry Policy Service (FOEP), Rome, the National Project Director (NPD), and the National Project Co-ordinator (NPC), the Chief Technical Adviser (CTA) will be responsible for the overall implementation of the project. In particular, the incumbent will:- Prepare project’s detailed annual reports to serve as a basis for tripartite review, containing overall project progress, assessment of the efficacy of institutional arrangements for the implementation, as well as prepare a detailed project terminal report and periodic progress reports, containing assessments of implementation and project design;
- Develop and ensure delivery of training contents in collaboration with the project experts in their respective fields and organize training activities, including study tours abroad, in consultation with national agencies concerned;
- Guide and facilitate the preparation of management plans in selected sites of the soums (districts);
- Participate in sessions for development of concept, policy and legislation;
- Participate in meetings with the High Level Policy Committee and the project advisory groups;
- Provide advice to the Ministry of Nature and Environment of Mongolia on institutional, policy and legal issues related to participatory natural resources management;
- Be responsible for preparing terms of reference and recruit project staff;
- Develop terms of reference for necessary services and identify potential contractors. Monitor their work progress and ensure satisfactory service delivery;
- Assess impacts of project implementation and ensure results are reflected into future activities;
- Prepare financial forecasts on the basis of quarterly work plans, revise budget on the basis of its actual delivery, and supervise financial monitoring and reporting;
- Facilitate the work of international and national consultants and ensure their satisfactory performance;
- Perform other related duties as required.

MINIMUM REQUIREMENTS
Candidates should meet the following:
|
- Advanced university degree in forestry, natural resource management, environment or a related field.
- Ten years of relevant work experience in community/participatory forestry and natural resources management in developing countries or in countries in transition.
- Working knowledge of English.
|
SELECTION CRITERIA
Candidates will be assessed against the following:

- Extent of relevant experience as described above
- Demonstrated experiences in providing policy advise and programme management at the Ministerial and local levels
- Demonstrated management experience and organizational capacity
- Previous experience/familiarity with FAO (or other donors) is desirable.
- Ability to supervise a team
- Interpersonal and communication skills
|
