DUTIES AND RESPONSIBILITIES

The Monitoring and Evaluation (M&E) Adviser will work under the supervision of the Chief Technical Adviser (CTA) and in close collaboration with the NPD, and will act as counterpart to the Monitoring and Evaluation Economist of the Economic and Planning Analysis Section in the Ministry of Agriculture (MOA). He/she shall be responsible for the management and supervision of all aspects related to the project Monitoring and Evaluation (M&E), including the timely provision of robust M&E reports to the Project Technical Committee (PTC) and Project Steering Committee (PSC) at respective intervals, and to the external evaluation teams. With respect to the M&E system for the national extension system, he/she will work in close collaboration with Research and Extension Unit (NRR), the Extension Adviser and the main international consultant reviewing the extension system. Specifically, the main duties and responsibilities shall comprise the following:

  • advise on the collection of baseline information and as required the design and implementation of baseline surveys at the commencement of the project implementation period and use of information collected to determine progress and results throughout the project lifetime;
  • develop an appropriate participatory M&E and information system which meets the needs of MOA, FAO and project partners in recording and measuring all activities undertaken under the project (including collection methodologies, analysis procedures and report formats);
  • establish a M&E system for the national service delivery system based on key extension indicators providing information on the technical profiles, expenditures, training, etc.; the analysis of the national extension system at the beginning of the project will provide some baseline data for this purpose which then will be refined and regularly up-dated; give technical inputs to the activities of Output 2.8. Improved decisions and policy-making as a result of monitoring and evaluation data available to adjust the extension system to changes, new challenges and problems.
  • ensure a triangulation of participatory M&E approaches that involve a wide range of key stakeholders and project beneficiaries in its definition, implementation, impact reviews, lesson learning and decision-making events;
  • identify and compare the evolution of project smallholders and their groups with those not having received project support;
  • liaise closely with the MOA Monitoring and Evaluation Unit to ensure that the systems put into place are compatible with MOA current or planned future procedures and capabilities; and
  • prepare six-month,, annual, mid-term and final M&E reports for submission to FAO, Project Committees and EC as appropriate, detailing M&E methodologies, activities undertaken, assessments of results and outcomes achieved, lessons learned and project modifications in response to M&E conclusions;
  • perform other relevant project tasks assigned by the CTA.

MINIMUM REQUIREMENTS
Candidates should meet the following:

  • Advanced university degree in monitoring and evaluation, economics, business administration or any related discipline;
  • Five years of relevant experience working in M&E related to rural development, agricultural/rural institutions and field data collection programmes;
  • Working knowledge of English.

SELECTION CRITERIA
Candidates will be assessed against the following:

  • Relevance of experience in M&E related to rural development, agricultural/rural institutions and field data collection programmes;
  • IT and software skills;
  • Working experience in sub-Saharan Africa,would be an asset;
  • Knowledge and understanding of work of international organizations and national governments and those bilateral and multilateral funded projects;
  • Both oral and written communication skills (including ability to write concise reports on technical issues in English).

Please note that all candidates should possess computer/word processing skills and should be capable of working with people of different national and cultural backgrounds.
