DUTIES AND RESPONSIBILITIES
Under the general supervision of the Chief, PBEE, and the overall supervision of a Senior Officer, the incumbent will participate in all aspects of the Service’s work, with a particular responsibility for evaluation of FAO’s work in emergencies and rehabilitation programme activities. Specifically to:- manage evaluations of FAO’s emergency and rehabilitation programme activities;
- lead or participate, as appropriate, in emergency and rehabilitation programmes’ evaluations;
- prepare reports and syntheses of evaluations including reports for the Governing Bodies;
- contribute to the development of information products on the results and lessons learned from evaluation, including the evaluation website, and work for its dissemination both inside and outside FAO;
- participate in the development of evaluation procedures and methods, especially as they relate to evaluation of emergency and rehabilitation activities;
- perform other related duties as required.

MINIMUM REQUIREMENTS
Candidates should meet the following:
|
- University Degree in economics, agriculture, social science, programme evaluation or related field
- Seven years of professional experience relevant to evaluation and in the analysis of agricultural and rural development issues at the international level
- Working knowledge of English and French
|
SELECTION CRITERIA
Candidates will be assessed against the following:
|
- Extent and relevance of experience of evaluation capacity, particularly as it relates to emergencies, rehabilitation, food security, agriculture and rural development
- Relevance and level of academic qualifications
- In-depth knowledge of evaluation design, data collection and analysis
- In-depth knowledge of modern management concepts (quality management, result-based management, project management)
- Quality of both oral and written communication skills
- Knowledge of Arabic, Chinese or Spanish would be an asset
- Willingness to undertake extensive duty travel, including in hardship situations
- Ability to write analytical, clear and concise reports
- Relevant work experience in developing countries in particular in volatile and complex emergencies and rehabilitation programmes

* The length of appointment for internal FAO candidates will be established in accordance with applicable policies pertaining to the extension of appointments.
