DUTIES AND RESPONSIBILITIES

The Emergency Operations and Rehabilitation Division, TCE works in post-disaster and complex emergency situations and helps to protect, restore and enhance food production and the livelihoods of farmers, herders, fishers and associated processors and artisans.

  • Under the supervision of the Director, TCE, in close collaboration with the TCE Service Chiefs, will provide to division’s senior management the strategic support in the management of the Division. In particular:
  • coordinate and guide the work of divisional professional and general service staff involved in administration;
  • lead the development, design and implementation of guidelines and practices to improve TCE business processes for efficiency and effectiveness in headquarters and decentralised offices;
  • ensure the establishment of planning and monitoring framework to enhance the delivery of FAO's emergency and rehabilitation programme;
  • foster adequate training and briefing of staff in the Emergency Coordination Units and decentralized offices on emergency matters;
  • advise the Director on the distribution of the portfolios among services and monitor forecasts of actual expenditures and incomes based on the set objectives;
  • interact and foster collaboration with technical divisions to ensure appropriate support to FAO emergency programme;
  • contribute to the dissemination of best practices in terms of programmes and activities; as well as liaise with relevant units both at HQ and in the field to resolve ad hoc administrative and managerial questions as they arise;
  • represent TCE on working groups dealing with administrative and managerial issues;
  • coordinate the planning and implementation of the Programme of Work and Budget of the Division;
  • coordinate the activities related to the divisional human resources management , advice and make proposals for position management, recruitment strategies, staffing reviews and staff development; lead organization change programmes, such as implementation of organizational restructuring and staff redeployment; and act as a divisional focal point for AFH and PBE, i.e. coordinate the responses related to human resources and budget;
  • perform other related duties as required.

**APPOINTMENT/PROMOTION TO THE POST IS TEMPORARY AS ITS DURATION IS FOR ONE YEAR,
WITH POSSIBILITY OF EXTENSION

MINIMUM REQUIREMENTS
Candidates should meet the following:

  • University degree in agricultural sciences, business or public administration or relevant field
  • Ten years of relevant experience with a national or international organization in programming, planning and budgeting, including experience in emergency and rehabilitation programme
  • Working knowledge of English, French or Spanish and limited knowledge of one of the other two.

SELECTION CRITERIA
Candidates will be assessed against the following:

  • Depth of experience in programme and budget matters in a national or international organization
  • Extend of knowledge of priorities, challenges and issues related to preparedness for and effective respond to food and agriculture threats and emergencies
  • Ability to identify administrative and managerial issues and propose appropriate solutions
  • Ability to coordinate complex initiatives and capacity to manage and monitor the work of staff
  • Extend of experience in identifying training requirements and elaborating adequate solutions
  • Familiarity with UN administrative, operational and financial procedures would be an asset
  • Ability to work under pressure and within tight deadlines.
