DUTIES AND RESPONSIBILITIES

The Emergency Operations and Rehabilitation Division, TCE works in post-disaster and complex emergency situations and helps to protect, restore and enhance food production and the livelihoods of farmers, herders, fishers and associated processors and artisans. Under the overall guidance of the Chief, Emergency Operations Service,TCEO, overall supervision of the Senior Operations Officer, Emergency Centre for Transboundary Animal Disease Operations, ECTAD and the direct supervision of the Senior Executive Officer, ECTAD, the incumbent will be responsible for emergency programme analysis and monitoring. Specifically he/she will:

  • provide support in developing and maintaining an overall strategy for ECTAD global programme monitoring and funding;
  • analyse emergency ECTAD programme’s business processes and identify opportunities to improve efficiency and effectiveness, i.e. identify operational, administrative and other constraints which may affect the programme implementation and propose solutions to improve quality, timeliness, cost effectiveness and coherence of delivery;
  • coordinate implementation of business intelligence and statistical support within ECTAD and with data owners and service providers;
  • be the primary resource for other technological requirements of the Service including communication strategies (in particular for transmission of documents), transition to electronic documents and reduction of paper flow, and document and knowledge management at the service level;
  • develop business case and other documentation, according to FAO standards, to formulate and assess the cost effectiveness of projects and/or changes in operating arrangements;
  • liaise with users and providers, both within and outside ECTAD, during all phases of implementation; oversee preparation, monitoring and revision of the project budgets, and ensure that financial commitments are within the established limits;
  • ensure the preparation of the complete technical and user documentation and, as needed, coordinate provision of user training;
  • develop strategies for improving ECTAD reporting, monitoring and analysis capability;
  • maintain a database with information on the impact of the crisis and prioritized needs taking into account assistance provided and evolving needs;
  • perform other related duties as required.

**APPOINTMENT/PROMOTION TO THE POST IS TEMPORARY AS ITS DURATION IS FOR ONE YEAR,

WITH POSSIBILITY OF EXTENSION

MINIMUM REQUIREMENTS
Candidates should meet the following:

  • University degree in economics, business administration, finance or other related fields
  • Five years of relevant experience in development, operations and management of financial and information systems, including emergency operations in field and/or headquarters level
  • Working knowledge of English and limited knowledge of French.

SELECTION CRITERIA
Candidates will be assessed against the following:

  • Relevance of experience in development, operations and management of financial and information systems, including emergency and rehabilitation situations
  • Demonstrated communication skills, both orally and in writing
  • Ability to work in a team, and have good interpersonal skills
  • Willingness to undertake prolonged field missions
  • Demonstrated ability to analyse complex field problems related to emergency situations
  • Demonstrated ability of project monitoring
  • Familiarity with the field programme of UN or other agencies active in emergency assistance within the agricultural sector would be an asset

* The length of appointment for internal FAO candidates will be established in accordance with applicable policies pertaining to the extension of appointments.

REMUNERATION

Level carries a net salary per year (inclusive of a variable element for post adjustment) from US$ US$ (without dependants) and from US$ to US$ (with dependants)
