DUTIES AND RESPONSIBILITIES

Under the overall supervision and technical guidance of the Chief Veterinary Officer (CVO)/Chief, Animal Health Service (AGAH) and of the Manager of the Emergency Centre for Transboundary Animal Disease Operations (ECTAD); the operational supervision of the Head of Operations Food Chain Emergency Management Unit (FCEMU) in TCEO, with the administrative and functional guidance of the FAO Representative in Egypt and in close coordination with the ECTAD Programme Officer in Egypt; in close consultation with relevant services in the Animal Production and Health Division (AGA) and with relevant ECTAD technical and operational units, the Team Leader will assist FAO to interface with the Government of Egypt and the international community to provide expert opinions on the prevention, detection and control of Highly Pathogenic Avian Influenza (HPAI), other Transboundary Animal Diseases (TADs) and Emerging Infectious Diseases (EIDs). In particular, he/she will:

  • support the FAO Representative in liaising with the Government of Egypt, maintaining constant and close working relationships with both the Ministry of Agriculture and Land Reclamation and other Ministries through the national Technical and Supreme Committees for Avian and Human Influenza control, the international donor community and multilateral agencies, in all matters related to HPAI and other TADs and EIDs multidisciplinary prevention and control programme;
  • facilitate effective collaboration and participation with the Government of Egypt in FAO activities related to socio-economic and epidemiological aspects of HPAI and its control, including social and economic impacts, market chain surveys, vaccination strategy; compensation strategy and restructuring of production and processing to reduce disease risks, and other relevant initiatives;
  • provide supervisory and technical backstopping to FAO’s multidisciplinary programme and projects related to HPAI and other TAD’s prevention and control under either preparation or implementation in Egypt;
  • be responsible for the smooth coordination of FAO-mediated HPAI and other TAD projects, in collaboration with international and national consultants and supervise the preparation of project work plans, timely provision of inputs, organization of workshops and training programmes, and liaison with concerned contacts at the central and provincial levels;
  • ensure effective and appropriate representation of FAO in HPAI technical and operational matters concerned with the interface between animal and public health;
  • in collaboration with the General Organization for Veterinary Services (GOVS), the National Laboratory for Quality Control and Production (NLQP), facilitate HPAI programme activities to strengthen the partnerships and alliances between the private sector poultry industry and the public sector;
  • provide support to the central veterinary services to coordinate and harmonize disease detection, surveillance and response efforts with Governorate and District level counterparts;
  • identify potential donors to support the ECTAD programme in Egypt actively contribute in the development of concept notes and fundable project proposals in priority animal health issues including HPAI, TADs and EIDs;
  • ensure timely reporting requirements by Government, FAO and donors;
  • perform other related duties as required.

MINIMUM REQUIREMENTS
Candidates should meet the following:

  • University degree in veterinary science, supplemented by post graduate degree (preferably a Ph.D.)
  • Ten years of relevant experience in the management of infectious animal diseases control programmes comprising both field and laboratory experience in a regional or international environment
  • Working knowledge of English.

SELECTION CRITERIA
Candidates will be assessed against the following:

  • Extent of demonstrated knowledge of the poultry sector in the region and good understanding of poultry diseases with particular reference to control and surveillance of avian influenza
  • Proven managerial and coordination skills including ability to develop proposals and mobilize resources
  • Excellent problem-solving capacity
  • Quality of oral and written communication skills as well as diplomatic skills
  • Ability to work with multidisciplinary teams in a multicultural setting
  • Familiarity with UN or other agencies’ field programmes
  • Knowledge of French and Arabic will be an asset.
