DUTIES AND RESPONSIBILITIES

Under the general supervision of the FAO Representative (FAOR) and of the Chief, Special Emergency Programmes Service (TCES), and the technical supervision of the relevant FAO headquarters Lead Technical Unit (LTU), the Chief Technical Adviser (CTA) for Northern Sudan will be in charge of the overall management, administration and implementation of the project.  Specifically, he/she will:

  • prepare, coordinate and manage detailed workplans/budget for the Programme, monitor and ensure the quality and timeliness of technical assistance and reporting on implementation of workplans;
  • be responsible for the activities of the Secretariat for the SIFSIA Steering Committee;
  • ensure appropriate supervision to the national and international teams working in the Programme Support Unit (PSU), including administration, communication, and field operations;
  • provide technical guidance to SIFSIA and immediate collaborating partners in relation to improved methods and techniques in Food Security Analysis and Early warning in assessing the overall food security situation in Sudan, in support to the Food Security Council (FSC) and Food Security Technical Secretariat (FSTS);
  • oversee the coordination of the day to day technical activities of the PSU, providing technical guidance to the national Food Security Analyst, with regard to training on and conducting data collection, analysis, and report writing on food security situation in Sudan;
  • develop the strategic direction of the programme, including conceptual frameworks, methods and communication strategies;
  • organize and conduct seminars, workshops and meetings to provide training as well as discuss findings of food security related analysis, in collaboration with the FSTS;
  • establish and maintain effective links with Government of Sudan (GNU) officials and national/international partners involved in the formulation and implementation of pro-poor food security policies, strategies, programmes, in the short and longer terms; coordinate the interventions for strengthening the country’s capacity  to conduct food security related analysis and policy programme development;
  • contribute to the preparation, the roll-out and monitoring of SIFSIA support to food security policy work; serve as senior advisor to the FSC, the FSTS and relevant line ministries. He/She will also represent FAO at high level meetings on food security policy, programming and monitoring in Sudan;
  • supervise the delivery of advice, assistance and on-the-job training in food security analysis to members of the FSC and FSTS, as well as to relevant line ministries, providing direct advice as appropriate;
  • support the implementation of long and short-term training programmes for Food Security Policy and Planning Officers in the FSC and FSTS and in relevant line ministries;
  • plan and schedule international, national and FAO technical support services as per agreed workplans, develop ToRs where required and ensure necessary clearances;
  • liaise with the CTA SIFSIA South on the southern component of the Programme as required;
  • review progress made towards the work plan proposed as well as the stated objectives and results on a quarterly basis;
  • assure the preparation of required reports as per the rules and regulations of FAO and collate the reports of the individual sub-projects for transmission to FAO;
  • be responsible for submitting through the FAO Representative monthly, six-monthly, annual and terminal reports under standard FAO format as requested by TCES;
  • draft reports to the donor as requested by TCES;
  • perform other related duties as required.

**APPOINTMENT/PROMOTION TO THIS POST IS TEMPORARY AS ITS DURATION IS FOR ONE YEAR, WITH POSSIBILITY OF EXTENSION

MINIMUM REQUIREMENTS
Candidates should meet the following:

  • Advanced university degree in Agricultural Economics, Economics or related field in analysis of Food Security policies and programmes and related impact
  • Ten years of relevant experience in evidence based analysis and monitoring of food security responses and policies as well as early warning systems design; support to capacity building in food security analysis and project management including preparation of multi-annual work plans, budgets, progress monitoring and evaluation
  • Working knowledge of English and limited knowledge of Arabic, French or Spanish

 

SELECTION CRITERIA
Candidates will be assessed against the following:

  • Extent and depth of knowledge and experience in designing and conducting relevant evidence based policy analyses and food security analysis, as well as early warning systems design, including provision of advice to governments with weak policy environment. Relevance of experience in monitoring work, in support to capacity building in food security analysis and project management.
  • Demonstrated capacity to support, advise and guide institutional building processes
  • Demonstrated ability to liaise with multiple UN, NGO, governmental, and media agencies
  • Breadth of management experience and demonstrated ability to manage multi-disciplinary teams
  • Ability to plan, organize, implement and report on work
  • Skills in recruitment of staff, knowledge of the preparation of multi-year plans and budgets and meetings
  • Extent of working experience in Africa, and familiarity of the Region
  • Excellent communication, writing and presentation skills in English
