DUTIES AND RESPONSIBILITIES

The Technical Officer (Research and Capacity Building) will work under the overall supervision of the Chief, Special Emergency Programmes Service (TCES) and the Officer-in-Charge for Somalia, the immediate managerial and technical supervision of the Chief Technical Adviser (CTA) of the Food Security and Nutrition Analysis Unit (FSNAU), and the technical guidance of the two Lead Technical Units (LTUs – Agricultural Development Economics Division (ESA) and Nutrition and Consumer Protection Division (AGN) at headquarters. Specifically, will:

  • assist the CTA and the food security and nutrition technical managers in the technical support of the FSNAU Applied Research and Capacity Building Team in three areas of (i) applied research on underlying causes of food insecurity and malnutrition; (ii) methodological improvements in food security, livelihoods and nutrition data collection and analysis, and (iii) the development and implementation of the FSNAU capacity building and training initiative of Somali institutions and technical partners;
  • ensure the high quality of FSNAU’s applied research, influenced by international developments, demand driven, and practically linked to inform programming and policy in Somalia, such as the UN Transitional Plan (UNTP) for Somalia and Reconstruction and Development Programme (RDP), as well as new initiatives such as the Somalia Food Security and Nutrition Policy;
  • in consultation with the technical managers, ensure that the applied research embraces an approach that integrates key sectors of food security and nutrition analysis, while developing and using appropriate methods and techniques;
  • assist in the review and improvement of appropriate methods and techniques used by FSNAU’s for data collection and analysis, working in close collaboration with the Nutrition, Food Security and Data Systems teams;
  • assist the CTA and the food security and nutrition technical managers in technical writing, reviewing, and editing the FSNAU applied research reports and publications (e.g. FSNAU’s Technical Series Reports, Report Profiles) and products (e.g. presentations, Web site material);
  • in consultation with the technical managers, lead the development and implementation of the FSNAU’s Somali Institution and technical partner capacity building and training initiative, including the design and roll-out of the pilot programme, coordination with partners, the implementation of a ministry training needs assessment, and training capacity plan;
  • coordinate daily activities of the Applied Research and Capacity Building Team
  • in close consultation with the CTA, coordinate a team of Somalia field based area technical managers and research assistants, who are responsible for facilitating the FSNAU Somali Institution capacity building initiatives within Somalia;
  • evaluate performance of the applied research and capacity building team using FAO/FSNAU guidelines;
  • develop applied research and capacity building team annual work plans and update as necessary in consultation with other technical managers and the CTA in support of the overall work plan for the FSNAU;
  • perform other related duties as required.

**APPOINTMENT/PROMOTION TO THE POST IS TEMPORARY AS ITS DURATION IS FOR ONE YEAR,
WITH POSSIBILITY OF EXTENSION

MINIMUM REQUIREMENTS
Candidates should meet the following:

  • University degree in agricultural/socio-economics, nutrition, social sciences, or related field
  • Five years of relevant experience in applied research on food security and nutrition including some teaching or training experience
  • Working knowledge of English

SELECTION CRITERIA
Candidates will be assessed against the following:

  • Extent of experience in food security and/or nutrition related analysis using statistical methods and techniques
  • Relevance of experience in leading and managing an analysis or research team and under tight deadlines
  • Extent of experience in teaching/training in food security and nutrition
  • Relevance of scientific publications
  • Quality of communication, writing and presentation skills in English
  • Extent of experience in African countries under protracted crisis.
