DUTIES AND RESPONSIBILITIES

Under the overall managerial and administrative leadership of the ADG/Regional Representative, RNE, and the direct technical supervision the Director NRL, in close coordination with NRL Officers in the Near East Region, the incumbent provides support in the coordination and the development of NRLA programmes on land resources and land tenure in the region. More specifically, to:

  • advise FAO Members on integrated land and water resources planning and management; land information systems and land use planning; systematic inventory of soil resources and land use; sustainable land and water management and promote the use of these tools for regional environmental planning and development;
  • advise FAO Members in the region on policies and strategies to assess and mitigate the effects of recurrent droughts; participate in interdisciplinary task forces on the subject; and establish partnerships with other institutions working in the area;
  • organise the development of a database/ information system on land resources and land use in the region and information dissemination to users;
  • support the coordination of programmes and activities on soil conservation, drought mitigation, desertification control and land degradation assessment in the region;
  • contribute to the identification and formulation of sustainable land management projects with particular reference to policies and strategies and the strengthening of national institutions;
  • advise FAO Members on integrated land management and planning as well as develop guidelines to test and transfer appropriate related technologies through networking and collaboration with national institutions;
  • contribute to programmes and projects on land tenure, land policy and land administration, including research and analysis, the promotion of sustainable and affordable approaches to provide access to land and tenure security, and capacity building and networking to strengthen institutions;
  • provide technical advice and backstopping to relevant FAO field projects and programmes, including project formulation, programming and identification missions, briefing of staff and participation in project reviews and evaluation missions;
  • participate in identification and programming missions; contribute to reviews and technical bulletins, training materials and other publications related to integrated land management and land tenure;
  • perform other related duties as required.

MINIMUM REQUIREMENTS
Candidates should meet the following:

  • University Degree in Land Resources, Land Management, Soil Science, Ecology, Agronomy or similar related
  • Five years of relevant experience in developing countries, preferably in the Near East region, and in countries with dry land agro-ecology and socio-economic conditions
  • Working knowledge of English and limited knowledge of Arabic and/or French.

SELECTION CRITERIA
Candidates will be assessed against the following:

  • Relevance of experience in land management and tenure for agriculture, such as land use planning, land tenure, river basin planning, land reclamation, community development, community-based natural resources management, rural planning and rural infrastructure works
  • Relevance of working experience in the Near East region and extent of knowledge related to sustainable natural resources management relevant to the agro-climatic and socio-economic conditions of the Region
  • Extent of experience on the formulation, implementation and monitoring of land management and tenure projects in the Region
  • Extent of experience in the organization of workshops and other forums
  • Extent of both oral and written communication skills (including ability to write concise reports). Working knowledge of Arabic considered an asset

* The length of appointment for internal FAO candidates will be established in accordance with applicable policies pertaining to the extension of appointments.

REMUNERATION

Level P-3 carries a net salary per year (inclusive of a variable element for post adjustment) from US$ 69,021 US$ 88,822 (without dependants) and from US$ 73,943 to US$ 95,494 (with dependants)
