DUTIES AND RESPONSIBILITIES

Under the general supervision of the Chief, OCDO and the direct supervision of the Senior Programme Officer, to provide administrative and budget services support and monitoring to the Decentralized Offices, including support in budgetary/financial matters of all accounts and expenses of the FAORs network. More specifically to:

  • Coordinate, consolidate and prepare FAOR annual work plans, ensuring consistency with approved programme of work, feasibility with constraints of approved allotments (staff and non staff allotments);
  • Coordinate and consolidate the preparation of FAO Representation offices' yearly budget allotments and budget revisions as required including AOS expected income and the GCCC;
  • Prepare the Consolidated Periodic Budgetary Reports with respect to FAO Representation offices including preparation staff planning according expected occupancy of posts across various PE as well as AOS funded posts;
  • Participate in the preparation of the biennial Programme of Work and Budget for the FAOR network;
  • Participate in the preparation of biennial PWB and financial plans for new decentralized offices;
  • Undertake research on matters of administrative and budgetary significance and make recommendations thereon; prepare correspondence on budgetary/financial matters for decentralized offices;
  • Prepare reports on the FAO Decentralized offices' programme for distribution to Senior Management and field offices
  • Monitor data base records of Government Cash and in Kind contributions to FAO Representations and Sub-regional Offices;
  • Prepare quarterly reports on decentralized offices’ financial transactions (from FAO Finance/Accounting database) for management's use;
  • Liaise with AF Department and PBE on policy matters related to the above activities;
  • Prepare financial analyses on budgetary and financial accounting data; monitor and evaluate overall budgetary management and performance of FAO country offices;
  • Coordinate the maintenance of corporate database linked to budget and Programme of Work and Budget (eBMM, PIRES, COIN,);
  • Participate in reviewing and developing new corporate management systems and operations procedures;
  • Perform other related duties as required.

MINIMUM REQUIREMENTS
Candidates should meet the following:

  • University degree in management, administration, systems and accounting or related subject
  • Three years of relevant experience in administration including budgeting, systems and accounting, finance with international or national agencies or other large organizations;
  • Working knowledge of English and French or Spanish and limited knowledge of the third language

SELECTION CRITERIA
Candidates will be assessed against the following:

  • Extent of experience in the field of management, administration including budgeting, systems and accounting, finance;
  • Extent of experience in managing corporate management systems and databases;
  • Exposure to and understanding of budget and administration procedures preferably in a UN context;
  • Extent of knowledge of PC applications in particular data base and spreadsheet as well as ability to extract data from corporate systems;
  • Ability to plan, organize work; attention to detail;
  • Ability to communicate clearly and concisely;

* The length of appointment for internal FAO candidates will be established in accordance with applicable policies pertaining to the extension of appointments.

REMUNERATION

Level P-2 carries a net salary per year (inclusive of a variable element for post adjustment) from US$ 78,592 US$ 96,622 (without dependants) and from US$ 83,788 to US$ 103,549 (with dependants)
