DUTIES AND RESPONSIBILITIES

Under the direct supervision of the Chief, AFSI, the incumbent is responsible for the monitoring and management of FAO Facilities Management contracts, especially the cleaning/multiservice and facilities contracts with concessionaires. In particular, the incumbent will:

  • Administer and monitor facilities contracts ensuring provision of services in full adherence to contractual terms;
  • Administer and monitor facilities related aspects of contracts with concessionaires;
  • Collaborate in the preparation of technical specifications for contracts and other procurement actions, including research of specific technical data and information and evaluate results for feasibility, cost estimates and procurement strategy;
  • Make recommendations on tender evaluation criteria and conduct market research analysis to identify firms suitable for submitting bids and proposals;
  • Participate in the analysis and evaluation of tenders and draft tender evaluation reports;
  • Monitor contract completion and termination dates and prepare adequate timelines and procurement action plans to ensure continuity of service;
  • Assess the quality and performance of the contract and make recommendations for changes to existing contracting methods to streamline the workflow, to increase the efficiency of contractors, and to increase quality control by identifying relevant performance indicators and benchmarking criteria;
  • Monitor contractor performance and certify that work performed is compliant with contractual terms;
  • Prepare activity reports and update the AFSI Intranet site with information related to works planned and in progress;
  • Prepare reports on contract performance, KPIs and benchmark analysis;
  • Participate to preparation of results-based policies;
  • Perform other related duties as required.

MINIMUM REQUIREMENTS
Candidates should meet the following:

  • University degree in law, business administration, engineering, or related fields
  • Five years of relevant professional experience in facilities management, contracts administration or logistics
  • Working knowledge of English, French or Spanish and limited knowledge of one of the other two. Knowledge of Italian.

 

SELECTION CRITERIA
Candidates will be assessed against the following:

  • Relevance of experience in the facilities management sector in large organizations or industries
  • Ability to understand technical and civil maintenance issues, to analyse technical and administrative problems and to develop procurement strategies
  • Relevance of experience in preparing and managing contracts related to administration of facilities and services
  • Demonstrated initiative and ability to solve problems
  • Ability to write clearly and concisely in English.

* The length of appointment for internal FAO candidates will be established in accordance with applicable policies pertaining to the extension of appointments.

REMUNERATION

Level P-3 carries a net salary per year (inclusive of a variable element for post adjustment) from US$ 85,431 US$ 107,437 (without dependants) and from US$ 91,523 to US$ 115,507 (with dependants)
