DUTIES AND RESPONSIBILITIES

Under the overall supervision of the Director, ESW and the general supervision of the Deputy Director/Principal Adviser, ESW, and under technical guidance of the Team Leader of the Task Team on Rural Employment and Poverty Eradication, the incumbent will provide support on policies, analysis and technical programmes to strengthen rural employment and rural institutions. Specifically will:

  • provide with a gender perspective, technical, consensus building, monitoring and reporting support in the achievement of FAO’s cross-divisional organizational results related to the integration of decent rural employment into agricultural and rural development policies, programmes and partnerships and institution strengthening to support sustainable and diversified smallholder livelihoods, poverty and hunger reduction;
  • provide guidance/technical support for, and participate in empirical research and analytical studies on rural employment and rural institutions and contribute to the generation and analysis of related sex and age-disaggregated data and statistics;
  • lead and/or participate in missions to Member Countries to provide policy advice, direct research or formulate/support technical programmes and projects to promote equitable, safe and remunerative employment in rural areas, with a focus on improving smallholder livelihoods through improved access to markets and strengthened public, private and mixed rural institutional arrangements;
  • prepare policy briefs and publications of empirical research and analytical studies, and assist in managing the FAO-ILO website “Food, Agriculture and Decent Work” and updating other relevant sites;
  • provide policy and technical advice to promote participatory policy processes and partnerships of UN agencies and governments with organizations of poor agricultural, forestry and fisheries producers and workers, with an emphasis on promoting decent rural growth, poverty reduction and equity;
  • represent FAO, when requested, in interagency, interdivisional and other meetings dealing with rural institutions, rural employment and rural development, and assist in organizing relevant technical meetings or training;
  • forge partnerships with related organizations, including through UN joint programmes;
  • develop and maintain contact with donors and contribute to resource mobilization to support the programme;
  • perform other related duties as required.

MINIMUM REQUIREMENTS
Candidates should meet the following:

  • Advanced university degree in economics, agricultural economics, sociology, anthropology, political science or other related discipline, with some specialization in institutional economics
  • Seven years of relevant experience in analysis, policies and strategies related to rural employment, agricultural/rural institutional capacities, and social equity issues, including experience in developing countries
  • Working knowledge of English, French or Spanish and limited knowledge of one of the other two, or Arabic or Chinese or Russian

SELECTION CRITERIA
Candidates will be assessed against the following:

  • Extent and relevance of academic degree
  • Extent of analytical competency, and experience in relevant empirical research and analytical studies, demonstrated through publications, including the generation and/or use of quantitative sex and age-disaggregated data/statistics
  • Extent and relevance of experience related to the formulation, implementation or assessment of rural labour markets/ rural employment policies, strategies, programmes and projects, including work related to gender equality, youth employment or child labour
  • Extent and relevance of experience, including developing country field experience, in supporting policies, programmes and analyses of public, private and mixed rural institutions that mediate access to markets and employment, particularly for the rural poor
  • Demonstrated ability and interest in promoting and mainstreaming gender and social equality
  • Ability to express and synthesize ideas clearly and concisely, both orally and in writing
  • Demonstrated competency in leading, managing and participating in teams of professionals from diverse cultural, disciplinary and linguistic backgrounds in an international and intergovernmental setting, in facilitating, moderating and achieving consensus among diverse stakeholders and disciplines, and in establishing and maintaining partnerships and raising funds
  • Demonstrated results-based management capabilities with ability to manage programmes and projects efficiently under shifting priorities and to deliver against deadlines

* The length of appointment for internal FAO candidates will be established in accordance with applicable policies pertaining to the extension of appointments.

REMUNERATION

Level P-4 carries a net salary per year (inclusive of a variable element for post adjustment) from US$ 103,427 US$ 126,727 (without dependants) and from US$ 111,067 to US$ 136,872 (with dependants)
