Duties and responsibilities

Under the general supervision of the Chief, GILF, and in close cooperation with the other technical officers in the Branch and in collaboration with the appropriate technical divisions and with AFI as necessary, will perform tasks in connection with the building of information management capacities in FAO Member Countries under the WAICENT Outreach programme in general, and GIL's field activities. Specifically will :

- identify and evaluate needs of individuals, communities and institutions in Member Countries for access to agricultural information, and capacity building in its management;

- assist in the development of approaches and strategies to establish or strengthen national/regional agricultural information systems, with particular reference to those in the framework of the Special Programme for Food Security (SPFS) and the Food Insecurity and Vulnerability Information Management Systems (FIVIMS), in collaboration with the appropriate technical divisions and with AFI as necessary;

- participate in the formulation of GIL field projects, participate in and supervise their implementation, and evaluate their outcomes;

- provide technical backstopping for information management components in field projects operated by other FAO units, liaise with relevant Divisions and participate in meetings and task forces;

- participate in the planning, organization, and implementation of workshops and seminars related to capacity building in agricultural information management;

- participate in and/or supervise the testing and evaluation of WAICENT software tools, guidelines, methodologies and operating procedures, in collaboration with AFI as appropriate, to be used for information systems development in national and regional agricultural organisations;

perform any other related duties, as required.

Qualifications and experience - Essential

University degree in agriculture or related field, or in a technical field related to information.

Five years of progressively responsible professional experience in information management using electronic information systems and services, and in working in projects related to information systems and hypermedia applications, including experience in developing countries.

Working knowledge (level C) of English, French or Spanish, and limited knowledge (level B) of one of the other two.

§ Initiative and high sense of responsibility. Ability to plan and manage development projects. § Knowledge of information management methodologies using state-of-the-art technologies, such as the Internet. Ability to collate, analyse and evaluate complex information management issues. § Willingness to undertake duty travel Good communication skills, both orally and in writing. Courtesy, tact and ability to establish and maintain effective working relationships with people of different national and cultural backgrounds

Qualifications and experience - Desirable

Working knowledge (level C) of two languages out of English, French and Spanish; limited knowledge of the third language.

Experience with multimedia systems and software; experience with textual and numerical database management systems; knowledge of Hypertext Mark-up Language (HTML) and related standards.

Experience in the facilitation of workshops. Familiarity with the FAO Web site, and the Organization's policies for publications and dissemination of information through electronic media.

 

Level P-3 carries a net salary per year (inclusive of a variable element for post adjustment) from US$ 49207 to US$ 63325 (without dependents) and from US$ 50751 to US$ 68080 (with dependents).
