Position Title Deputy Secretary

DUTIES AND RESPONSIBILITIES

Under the overall supervision of the Secretary, the incumbent will provide support in the administration and coordination of the IOTC Secretariat’s technical activities. In particular, will:

  • Contribute to the formulation of a strategic annual plan for the Secretariat based on planned activities for the various Sections as mandated by the Commission; monitor activities as set out in the plan, for the various sections of the Secretariat;
  • Assist the Secretary in the preparation of the annual budget for the Secretariat for presentation to the Commission;;
  • Supervise, as necessary, administrative operations for financial monitoring, preparation of contracts for technical work and completion of contracts;
  • Organize and supervise the preparation of and ensure logistical support to sessions of the Commission including assistance in the preparation of administrative reports;
  • Coordinate and supervise the finalisation of the Commission and its subsidiary bodies’ reports and their subsequent publication in the IOTC website;
  • Monitor the implementation of recommendations from the Performance Review Panel;
  • Contribute to the preparation of press releases on activities of the Commission;
  • Supervise the development of content of the IOTC website on activities of the Commission and its publications online;
  • Supervise the preparation and publication of printed material such as special reports, guides and manuals as necessary;
  • Support the Secretary in providing advice to IOTC Members on management options;
  • Perform other related duties as required.

MINIMUM REQUIREMENTS
Candidates should meet the following:

  • Advanced University Degree in a fisheries-related subject
  • Ten years of relevant experience in the formulation, implementation and progress monitoring of large fisheries or science-related programmes
  • Working knowledge of English or French and limited knowledge of one of the other two

SELECTION CRITERIA
Candidates will be assessed against the following:

  • Extent of experience in the formulation, implementation and progress monitoring of large fisheries or science-related programmes
  • Demonstrated ability to work in a multicultural environment
  • Depth of familiarity with UN administrative procedures
  • Excellent time and project management skills
  • Quality of both oral and written communication skills in English
  • Demonstrated managerial skills

* The length of appointment for internal FAO candidates will be established in accordance with applicable policies pertaining to the extension of appointments.
