DUTIES AND RESPONSIBILITIES
Under the direct supervision of the FAO Representative in Mozambique, the overall supervision of the Fishery Technology Service, FIIT, in close collaboration with the Lead Technical Officer in the Subregional Office for Eastern Africa (SFE) and the Fisheries Officer in the Subregional Office for Southern Africa (SFS) and the national authorities, will: - Provide General Management of day-to-day project activities (in collaboration with the National Project Coordinator);
- Organize a baseline study at the initiation of project activities and an impact study towards the end of the project;
- Prepare the terms of reference for incoming international Consultants;
- Assist in selecting the national staff for the project;
- Prepare detailed work plans and an Inception Report, including the timing for each activity;
- Wherever applicable and with the participation of the national experts and the Fisheries Associations, choose the sites for the fishing community facilities, and cost and prepare documentation for the installation of same;
- Arrange for trainings, study tours and exchange visits for national staff and fisheries association representatives;
- Supervise and co-ordinate the work of both national and international experts and of the implementing partners;
- Monitor the implementation of the work plans, prepare documentation for Tripartite meetings including detailed annual workplans for submission to the Steering Committee;
- Prepare progress, annual and final reports by detailing activities conducted, project results, findings, conclusions and recommendations;
- Undertake frequent follow up and supervision field missions on the project sites;
- Perform other related duties as requested.

MINIMUM REQUIREMENTS
Candidates should meet the following:
|
- University Degree in Fisheries or related topics;
- Five years of relevant experience in artisanal fisheries in Africa, including coordination of development projects;
- Working knowledge of English and Portuguese;

SELECTION CRITERIA
Candidates will be assessed against the following:

- Relevance of academic qualifications
- Relevance of working experience in artisanal fisheries, especially in Africa;
- Extent of experience in coordination and management of development projects;
- Quality of both written and oral communication skills in English and Portuguese;
- Familiarity with the project area and previous working experience in the country;
- Strong managerial abilities as team leader;
- Extent of supervisory skills;
- Extent of knowledge of the UN System’s operational procedures;
- Level of interdisciplinary, interpersonal and intercultural skills
