DUTIES AND RESPONSIBILITIES

The Project “Support to the Fishery Resources Appraisal in Pakistan” has a main objective to provide Pakistan fishery management authority, the scientific community, and particularly the Marine Fisheries Department with a sound appraisal of the country’s coastal and offshore fishery resources through both fishery-independent and dependent data collection and analysis, and the development of fishery research and management capacity. The project will conduct fisheries data collection programmes with modern and sound methodologies focussing on (i) stock assessment, (ii) fishery statistics and information, and (iii) marine ecosystems. These programmes will be supported by specific on-the-job training activities. An important output will be the provision of improved knowledge on the fishery resources and marine ecosystems to the Marine Fisheries Department for use in planning and monitoring.

  • Under the general guidance of the FIMF Service and in close cooperation with the relevant national authorities, the Fisheries Technical Adviser will provide the necessary technical and organisational support as well as the necessary orientation, coordination and technical advice for the project’s implementation. Specifically will:
  • Assume the responsibility of the complete administration, operation, and implementation of the project;
  • Prepare the project’s yearly detailed work plans, as well as work plans and terms of reference of project personnel, and provide guidance to personnel and consultants;
  • Assume responsibility for optimum utilisation of the budget;
  • Prepare contracts with participating institutions and identify equipment to be purchased through the project;
  • Support the technical and scientific work, especially of consultants and national counterparts, provide scientific inputs and technical assistance in the implementation of the project’s activities;
  • Develop, in close cooperation with the relevant national authorities and senior staff, detailed plans for the three main project components: (1) Fishery-independent data collection, compilation and analysis for fishery resources appraisal; (2) Fishery-dependent data collection, compilation and analysis for fishery appraisal, including stock assessment; (3) Staff training and development; and ensure timely and effective implementation of the associated activities;
  • Ensure timely implementation of project activities identified under the three project components;
  • Prepare and conduct training sessions and workshops on work methodologies and technical aspects, and organise related activities (budget, travel, technical modules, consultants to be recruited, etc.);
  • Organise and contribute to the on-the-job training of national project personnel;
  • Provide support for the establishment of the Fishery Sector Participatory Working Group (FSPWG) and ensure participation of all relevant stakeholders in FSPWG;
  • Prepare and submit to FAO the 6-monthly progress reports of the project, supervise and edit the technical and consultants’ reports; and prepare the draft terminal report of the project;
  • Perform other related duties as required.

MINIMUM REQUIREMENTS
Candidates should meet the following:

  • Advanced university degree in marine sciences or fishery biology
  • Ten years of relevant experience in fisheries research and management, with emphasis on resource assessments
  • Working knowledge of English; some knowledge of Urdu is desirable.

 

SELECTION CRITERIA
Candidates will be assessed against the following:

  • Leadership, coordination, managerial, negotiating and advisory skills
  • Experience in survey techniques and stock assessment, as basis for fisheries management advice
  • Work experience with international institutions and/or development projects
  • Knowledge of and experience with working in tropical/Indian Ocean ecosystems
  • Communication skills both orally and in writing
  • Extent of experience in analytical work, drafting and preparing technical reports
