DUTIES AND RESPONSIBILITIES
The Field Programme Development Service (TCAP) promotes the development of the Organization’s activities in line with its Strategic Framework through the mobilization of extrabudgetary resources. It provides donor liaison services and programming support; information on extrabudgetary activities as well as donor policies and priority interests; and advisory support to FAO decentralized and liaison offices.- Under the supervision of the Chief, TCAP, and in close collaboration with relevant units at headquarters and in the decentralized offices, will:
- develop resources mobilization strategies for the successful implementation of FAO’s Strategic Objective on “Preparedness for and effective response to food and agriculture threats and emergencies”;
- monitor and ensure the implementation of Agreements with the European Commission under the Financial and Administrative Framework Agreement (FAFA);
- develop interaction and synergy among the TCAP-managed strategic partnership agreements with donors;
- administer and operate donor Trust Funds managed by TCE and TCAP;
- act as focal point for contacts with selected donors;
- keep abreast of policies and priorities of selected donors and ensure dissemination of relevant information among interested FAO units with a view to further strengthening FAO's action in the field;
- advise on the design of projects and programmes at all stages of the project cycle, in cooperation and consultation with units concerned;
- monitor and update operational and pipeline projects and initiate follow-up with the technical, operational and administrative units concerned, both at FAO headquarters and in the decentralized offices, as required;
- advise concerned technical units on the preparation of policy papers and progress reports on bilateral/multilateral cooperation and transition from emergency to development;
- contribute to the preparation of narrative and financial reports on TCE and TCAP managed Trust Funds;
- perform other related duties, as required.

MINIMUM REQUIREMENTS
Candidates should meet the following:
|
- Advanced university degree in economics, international development or related fields
- Seven years of relevant experience in field programme development and resource mobilization related to food and agriculture in an international context
- Working knowledge of English and Spanish or French
|
SELECTION CRITERIA
Candidates will be assessed against the following:
|
- Extent of experience in field programme development and resource mobilization related to food and agriculture at national, regional and international level
- Extent of experience in advocacy work and demonstrated abilities in resource mobilization;
- Ability to develop and maintain professional contacts with governmental bodies
- Extent of knowledge of the UN system
- Familiarity with the donor programmes, priorities and major policies
- Excellent communication and negotiations skills
- Demonstrated management and leadership capability
- Demonstrated ability to organize the implementation of complex tasks related to field programme development/operations.
