DUTIES AND RESPONSIBILITIES

Under the general supervision of the Chief, Emergency Operations Service (TCEO) and the direct supervision of the FAO Representative, and in consultation with the relevant technical divisions at FAO Headquarters, the Project Manager will be responsible for management, administration and the implementation of the European Union Food Facility (EUFF) funded project. In particular, to:

  • establish and maintain the operational structure for project implementation;
  • coordinate all project activities and define the project work plan, in consultation with the involved partners and technical experts;
  •  ensure appropriate supervision to the teams working for the project, including all administration, communication and field operations aspects;
  • participate in the selection of national project staff and consultants, including the preparation of job descriptions and identify the technical assistance required;
  • supervise project implementation and ensure good project performance and decide on any required modifications;
  • ensure effective liaison with the authorities, key partners, institutions and stakeholders on a regular basis;
  • ensure relationships with partner organizations, prepare partnership agreements as necessary, monitor and supervise activities implemented by NGOs within the framework of the project;
  • enhance and closely monitor progress on implementation in relation to the work plan, achievement of project objectives and impact, and implement corrective measures when needed;
  • ensure the provision of technical inputs to the project in the specific area of expertise and coordinate provision of inputs from other technical experts;
  • in close association with the FAOR, represent the project in public and at coordination meetings as required;
  • support application of the EU Food Facility Programme communication and visibility strategy to the specific country project;
  • ensure adherence to field security procedures of all staff and consultants involved in the implementation of the project;
  • in line with guidance from the FAO TCE Food Facility Project Implementation Unit, prepare project reports and briefs, approve and certify partners’ reports on the use of project resources, with due attention to donor’s rules and agreed reporting form and schedule;
  • perform other related duties as required.

MINIMUM REQUIREMENTS
Candidates should meet the following:

  • Advance university degree in agronomy, economics, natural sciences, humanitarian relief or related field
  • Seven years of relevant experience in programme formulation, planning, management, and evaluation, some of which should be in emergency programme management and operations in the sectors of agricultural and rural development, including experience in developing countries.
  • Working knowledge of English.

SELECTION CRITERIA
Candidates will be assessed against the following:

  • Extent of experience at the international level in emergency and rehabilitation agricultural operations. Experience with management of EU funded projects will be considered an asset
  • Demonstrated ability to liaise with donors, NGOs, governmental services and other institutions/stakeholders
  • Demonstrated leadership, managerial, organizational, inter-personal skills, and ability to motivate and work well with people.
  • Good analytical, negotiating, communication and advocacy skills.
  • Ability to cope with stressful and difficult conditions, and meet deadlines.
  • Familiarity with geographical region.
