Profile Requirements: Emergency Coordinator (Consultant)
Terms of Reference
Under the general guidance of the Chief TCEO, the overall supervision of the FAO Representative for Ethiopia, the technical collaboration and supervision of the lead technical units at Subregional Office for Eastern Africa and in close cooperation with the Government Authorities, the incumbent will have the overall responsibility for the development, management and implementation of operational activities of emergency and rehabilitation projects in Ethiopia.
The emergency coordinator will perform the following duties:
- coordinate the emergency-related activities in Ethiopia with FAO staff in the country and TCEO in Rome headquarters in close collaboration with the FAO Representative;
- strengthen the FAO agricultural Emergency Coordination Unit (ECU), which aims at providing technical and logistical assistance to the Ministry of Agriculture and Rural Development for the coordination, early warning/assessment, early response, monitoring and evaluation of emergency and recovery/rehabilitation activities in the agricultural sector;
- ensure in accordance with the UN Country Team advice, a close collaboration and coordination with other UN agencies and humanitarian partners involved in relief and emergency activities;
- strengthen cooperation with international or national NGOs involved in the agricultural and pastoral sector;
- coordinate, supervise and build a strong partnership with WFP in all the activities related to the Livestock Recovery projects, Natural Resource Management projects and the Food Security Consultative process;
- provide technical assistance, as required, to FAO implementing partners and to operational units engaged in the provision of agricultural assistance;
- establish an operational structure to plan and monitor agriculture emergency activities implemented by FAO and implementing partners;
- establish and maintain a database on the natural hazards impact on rural livelihoods;
- travel as necessary in different part of the country;
- prepare and implement operational strategies;
- facilitate relationship between the government bodies and NGOs;
- continuously assess the situation of the agricultural sector and of the agricultural production system, and consolidate the information gathered in the form of reports to the international community;
- prepare new project proposals particularly those resulting from the annual Humanitarian Appeal for Ethiopia;
- contribute to the design and implementation of impact evaluation studies of emergency and rehabilitation operations;
- assist and advise the Federal Agriculture Task Force as well as the Seed Security Consultative Group and the Livestock Working Group;
- undertake all necessary actions in order to raise donors' awareness including the organization of regular donors meeting, joint field visits, preparation of project documents and the promotion of the FAO emergency and rehabilitation operations;
- prepare distribution plans of agricultural inputs indicating technical specifications of inputs to be provided, definition of priority areas of interventions and beneficiaries, definition of means and logistics capacity needed in order to provide support to the distribution operation and to partners; and
- fulfil any other duties as required.
Essential Requirements
- degree in agriculture and/or agricultural economics or related fields;
- minimum seven years experience in the management of projects;
- excellent communication and team building skills;
- fluency in written and spoken English; .
- effective report writing and presentation skills; and .
- ability to operate efficiently under pressure with minimal supervision.
