| Regional Technical Service Groups at RNE |
|
|
|
The groups/branches work under the overall administrative and managerial supervision of the Regional Representative and the direct technical supervision of the relevant technical department/division at Headquarters and in cooperation with governmental, non-governmental and inter-governmental organizations in the Region.The groups/branches carry out the regular and field programme activities, contributing to project formulation when necessary and provide advisory and technical services to FAO Members.
They also provide direct technical support to the multi-disciplinary teams in the respective sub-regional offices coordinated by a senior officer designated by their respective Department Head, and report on technical matters to their respective departments/divisions at Headquarters.

The Agriculture Group of the Regional Office for the Near East consists of the following units:
Marketing & Credit, Plant Protection, Crop Production, Irrigation & Water Resources, Soils, Animal Production & Health and Range Management & Fodder Production.
In close coordination with, and under the technical supervision of the relevant senior staff of the Agriculture Department, technical staff of the Agriculture Group:
- Promote optimal utilization of natural resources through assessing available land and water resources; developing methods for land use options and water policies; and supporting a more efficient use of land, water and plant nutrient inputs on a degradation-free basis.
- Promote livestock development within the context of sustainable development through developing concepts, methodologies and guidelines in the fields of animal production, animal health and meat and dairy sectors within the regional context as well as through providing technical expertise to FAO Members in these fields.
- Promote improved crop and grassland productivity and create conditions for enhanced food security, by assisting in the development of policies, programmes and activities aimed at the conservation of plant genetic resources, their development and utilization through plant breeding and seed production, and their protection.
- Assist FAO Members in the Region in the development of policies, programmes and technologies for support systems for both farm and post-production, in particular in the areas of farm power, post-harvest engineering and farm structures, agricultural products processing and conservation, by-products utilization and rural energy, marketing and input supply systems, rural finance, risk insurance, and farming systems development.

| SUSTAINABLE DEVELOPMENT GROUP (RNES) |
|
|
|
The Sustainable Development Group at RNE consists of the following units:
Agricultural Education, Extension & Training, Agro-industries & Technology and Women in Development.
In close coordination with, and under the technical supervision of the relevant senior staff of the Sustainable Development Department (SD), technical staff of the Sustainable Development Group:
- Promote research, extension, training and rural development in and between national and international institutions in the Region; promote the establishment of new cooperative arrangements for the exchange of information and germplasm on sustainable plant and livestock development and conservation of natural resources.
- Promote the formulation of policies for sustainable development within the follow-up to the United Nations Conference on Environment and Development (UNCED) and the framework of international, regional and national treaties, conventions, and programme agreements.
- Promote the sustainable management of natural resources and the protection of the environment through appropriate policies, institutions and services in providing adequate integration in all the main dimensions of sustainable development.
- Promote the establishment of networking arrangements in the areas of responsibility of the Sustainable Development Department (SD) and coordinate and service the activities and programmes of these networks.
- Identify appropriate agrarian reform and rural development policies and strategies in the Region, aimed at strengthening institutions and alleviating rural poverty through equitable and sustainable access to land and other productive and support resources and services.
- Promote the integration of Women in Development(WID)/Gender, people's participation and population aspects into development strategies, policies and programmes for sustainable development.

| ECONOMIC AND SOCIAL GROUP (RNEE) |
|

|
The Economic and Social Group at
RNE consists of the following units:
Food Security & Economic
Analysis and
Food &
Nutrition
In close coordination with, and
under the technical supervision of the relevant senior staff of the Economic and
Social Department (ES), technical staff of the Economic and Social
Group:
- Assist FAO Members in building up
national capacity to formulate appropriate agriculture and rural development
policies; to plan and implement nutrition plans, programmes and projects; to
formulate and enforce food quality standards; and, to promote healthy dietary
habits and lifestyles.
- Develop and maintain an information
system on agricultural policy developments for FAO Members.
- Provide information and analysis of
regional and national economic aspects of food and agriculture
development.
- Collate and analyze country
economic and agricultural information; keep constantly under review the World
Agricultural Information Centre (WAICENT) data, identify discrepancies and other
problems and advise on ways and means to correct them.
- Provide technical guidance and
conduct agricultural policy and economic studies.
- Arrange technical meetings and
training programmes and promote regional networks for commodity policy and
trade, information systems, food security and
nutrition.

| POLICY ASSISTANCE GROUP (RNEP) |
|
|
|
In close coordination with the office of the Director, Policy Assistance Division (TCA) and under its technical supervision and guidance the Regional Near East Policy Assistance branch (RNEP) :
- Provides sector review and policy assistance to individual countries as well as regional and sub-regional groupings in the Region.
- Assists in the identification/definition of national and regional priority areas of action for FAO's biennial programme of work.
- Conducts country assessments of structural and sector adjustment programmes, strategies, plans, policies and programmes for enhancing food, agriculture and rural development in coordination with other international agencies.
- Assists FAO Members of the Region in reviewing sector policy options and choices, formulating policies and strengthening national capacities to perform policy analysis, design and implementation.
- Ensures the necessary coherence and linkages between sector policy work and FAO's programme development activities within the framework of each country's development plans and priorities.
- Provides technical guidance and backstopping to agricultural policy analysis and planning projects in the field and cooperates with the Agricultural Policy Support Service (TCAS), , in implementing training in agriculture policy and planning.
- Prepares country economic and agricultural sector profiles; assists in FAO's programme development and assists the Information and Procedures Unit (TCDI) in maintaining up-to-date information on political, economic and social situations, including emergencies, for use in the preparation of country briefs or other information material.
- Organizes programme development missions to FAO member countries governments defining their technical assistance requirements.

In close coordination with, and under the technical supervision of the relevant senior staff of the Fisheries Department (FI), technical staff of the Fisheries Groups:
- Collect information on all aspects of fisheries programmes for use of FAO Members, inter-governmental organizations and other bodies; monitor the fisheries situation and assess fisheries potentials in the Region.
- Assist in defining, planning, monitoring and implementing FAO programmes for the development and sustainable management of fishery resources and provide advice to FAO Members.
- Liaise with appropriate national, sub-regional, regional and international fisheries organizations and promote fisheries research and training.

In close coordination with, and under the technical supervision of the relevant senior staff of the Forestry Department (FO), technical staff of the Forestry Group:
- Promote and enhance the conservation, development and sustainable management and utilization of forest resources.
- Monitor and analyze the development of the sector in the Region, in particular of forestry policies and strategies and advise FAO Members on policy formulation and the implementation of national forestry action programmes/plans (NFPs).
- Promote the necessary coherence and linkages between forestry policies and programmes and development in other sectors including cross-sectoral activities, e.g., agriculture, rural development, environmental protection.
- Provide technical guidance and support to technical assistance projects and assist in building up the capacity of forestry institutions and human resources in the Region.

The Regional Operations Branch was established in 1997, as a first step in the decentralization of FAO’s Field Programme. The Programme, under implementation in 24 countries of the Region, encompasses a variety of projects in the fields of agriculture, fisheries and forestry. The major activities cover the following areas:
§ Agricultural development,
§ Policy formulation,
§ Land and water development,
§ Food security (within FAO's Special Programme for Food Security),
§ Nutrition, forestry and
§ Fisheries resources,
§ Rural development,
§ Poverty alleviation,
§ Women in Development,
§ Environment and natural resource management,
§ Institutions and capacity building.
In addition to project management and operation, the Operations Branch also provides advisory assistance, and participates in the mobilization of funds from donors and lending agencies. It encourages technical co-operation between developing countries (through TCDC and partnership programmes), and co-operation with NGOs and private sector.
With the progressive development of national managerial capabilities and skills in project management, and hence reduced need for expatriate management inputs to the projects, the Operations Branch has taken the leading role in project co-ordination and management, in close collaboration with FAO Representations. In this context, training of national staff has become a regular feature in the FAO's national capacity building programme. The Operations Branch is now the focal point for the most of the training programmes implemented in the Region.
As regards to the sources of funding, most projects are funded by bilateral and multilateral donors (Trust Fund projects). A considerable number of projects, however, continues to be funded from FAO's own resources (via its Technical Co-operation Programme).
