The Emergency Prevention System (EMPRES) for Transboundary Animal and Plant Diseases and Pests has become one of the major FAO activities in Ethiopia . The desert locust component of the programme started in Ethiopia in July 1997 with the objective of strengthening the national early warning and control capacity of the government to minimize the development of desert locust. The desert locust component of the programme has focussed on improving desert locust survey and forecasting methodologies and systems, increased early intervention capacity to ensure more effective and environmentally safe control operations and development of human capacity through intensive training for different target groups. Through the EMPRES, FAO co-ordinates a major programme for the global eradication of Rinderpest in Africa . FAO has been encouraging Ethiopia to seek international recognition of their rinderpest- disease-free status. Such recognition is important in order to safeguard the growing livestock export trade from Ethiopia including those of the Middle East , which impede trade with countries that do not have any status of internationally defined freedom from rinderpest.

In response to the outbreak of rift valley fever, Emergency Rift Valley Project funded under TCP followed by EXCELEX funded by Italian Government addressees the concerns of the importing countries to revive export trade.
