National Programme for Food Security (PAN2)-
The project is built on the lessons learnt
during the implementation from 1977-2002 of Special Programme Food Security
(SPFS) activities in the context of the previous FAO/Italian Funded Project
GCSP/062/ITA in the provinces of Maputo, Manica and Sofala. The positive
evaluation of results achieved in terms of people interest and demand
for food security initiatives and empowerment by central and local agriculture
services lead to the decision to up-scale the experience and broaden the
scope.
This new project, with the same time frame
of the new Rural Extension Master Plan, has its focus on three major areas
of intervention:(i) participatory extension for reinforcing local capacity
to plan and implement initiatives contributing to food security (including
water harvesting and management, crop intensification, diversification)
through the establishment of 1,000 Farmer Field Schools; (ii) food security
advice and networking with emphasis on information and communication;
and (iii) HIV/AIDS mitigation and support to orphans and vulnerable children
through the establishment of Junior Farmers Field and Life Schools (JFFLS).
The up-scaling strategy proposed will
allow the participation, in five years, of 25,000 rural families in the
Farmers Field School (FFS) programmes; from this number it is expected
that 5,250 families will be directly involved in investment projects,
funded by a matching grant facility. On the other hand, support to be
provided to SETSAN (Technical Secretariat on Food Security) would allow
the review of the National Food Security Strategy and the establishment
of a food security information network to document and share information
on best practices and relevant experiences.
