Field Programme

Significant progress has been made over the past recent years in decentralizing operational responsibility for projects at the country level. In the European Region, due to the lack of resident FAO Representations (except Turkey), the operational responsibility for projects (excluding emergency and inter-regional projects) rests with the Regional Office. The field programme in the Region focuses on activities geared to assist the countries concerned in their move towards market economies and their endeavour to revitalize their rural sectors. This implies working with all stakeholders in a participatory manner starting from the small-scale farmers to staff in the various ministries.

Field Programme Officer is responsible for the day-to-day operations of complete project cycles, from inception to closure, for projects operated by REU and contributes to field programme development in the Region.

In particular:
organizes project task forces and ensures timely provision of inputs, personnel, equipment and supplies for field projects, including preparing initial and regular budget revisions and provides overall technical, administrative and operational support for both technical units and national project personnel;
ensures timely submission of regular project progress and implementation reports including identification of project follow up requirements; undertakes operational backstopping missions and liaises with donors and government authorities;
provides support to the overall field programme and all projects in the European Region oversees timely and full data and information entry into FPMIS;
advises responsible offices on major issues affecting the operation of specific projects; liaises with technical and operating teams in relation to national development of programmes and projects;
contributes to country programming exercises by providing information for, or comments on draft programmes; supports REUP in implementing field programme development strategies at sub-regional and country levels, participates, where possible, in related missions; and
participates in, and contributes to, project formulation and preparation, including the drafting of project documents, preparation of budgets and active membership of project formulation missions, as appropriate.
