Support to participatory local governance

Regional networking by FAO with the Dhaka-based Centre on Integrated Rural Development for Asia and the Pacific (CIRDAP) promotes policy dialogue on the impact of decentralization policies and programmes in the 13 CIRDAP-member countries. Country reviews indicate major constraints to the implementation of decentralization and a lack of financial resources and training capacities for strengthening participatory, pro-poor decision-making at the local level.

In India, a new training curriculum for local government was developed in collaboration with the Indian Government (National Institute of Rural Development) emphasizing participatory decision-making at the village council (Panchayati Raj) level.


"How-to" handbooks for small and medium rural enterprises

FAO's many "how-to" handbooks on small and medium rural enterprise business planning include:
Success case replication: A manual for increasing farmer household income.

This manual is based on the outcome of an FAO/ESCAP regional project that promoted the replication of successful, village-level, small enterprises that mobilized local successful entrepreneurs as trainers of small farmers in farm and non-farm enterprise development. The project assisted 3 300 farmer households in eight Asian countries, boosting their incomes by an average of US$450 per year.
Regional networking on agricultural cooperative enterprise development

In 1991, FAO established the Network for Development of Agricultural Cooperatives in Asia and the Pacific (NEDAC), representing 3 million farmer cooperatives in 11 Asian countries. Joint activities focus on enabling policies, legislation and capacity building for agricultural cooperative enterprise development, regular exchange visits and country-level cooperative projects, such as in Thailand and Viet Nam. A study of cooperative legislation in selected Asian and Pacific countries was published in 1998.

Enterprise development by indigenous people

FAO set up a village-level enterprise development network of savings and credit unions of hill tribe women in northern Thailand. Partnership with the Credit Union League of Thailand (CULT), the Micro Economic Development Project (MEDP), government agencies and non-governmental organizations in local training needs assessment led to a hands-on rural entrepreneurship training programme for the Lawa and Karen hill tribe village groups. The MEDP, an indigenous people's network, established in-house training capacities in village enterprise development covering 40 villages comprising five ethnic groups.
Enterprise development by farmers with disabilities

As an outcome of an FAO-funded technical cooperation programme project of activities and case studies in Thailand, two training-of-trainers handbooks on rural enterprise development for farmers with disabilities have been published. Also, two awareness-building videos have been produced that present real-life struggles of Thai farmers with disabilities to develop sustainable rural livelihoods.
