Governance
Governance has been a key factor for the
successful execution of the Project. Authoritative orientation to the
Project is provided by a tripartite Steering Committee. Supervision of
operations is ensured by the FAO Representation in Damascus, which also
acts as the Project budget holder, while technical backstopping is
delivered by the policy units of FAO in RNEP, Cairo, in the person of Mr
D. Abdou (Chief RNEP) and TCAS, Rome, in the person of Ms M.G. Quieti,
Senior Agricultural Policy Support Officer). Project governance is
closely tuned to NAPC's priorities as defined by its governing bodies,
namely the Scientific Committee and the interministerial Steering
Commission. A Senior Project Advisor (currently Mr J Vercueil, former
senior FAO staff) facilitates coordination among the orientations
provided by the various bodies ensuring that they are smoothly reflected
in Project's activity planning and execution. He also acts as secretary
of the Project Steering Committee, which holds biannual meetings to
review progress and update the program of work.

The NAPC Steering Commission and Scientific
Committee ensure NAPC's links with and responsiveness to policy makers,
and monitor and promote the quality of research activities.
The NAPC Steering
Commission
The NAPC Steering Commission, chaired by the
Minister of Agriculture and Agrarian Reform, is composed of
representatives of departments of the same Ministry, of the State
Planning Commission and of other Ministries (Irrigation, Economy and
Trade, Finance). The NAPC Steering Commission approves the work plan of
the NAPC and assesses its implementation.

The NAPC Scientific Committee (ScC), composed of
two international and two national experts, provides orientation and
guidance and oversees the technical quality of the Center's activities.
