DECISION GUIDANCE DOCUMENT FOR PESTICIDES INCLUDED BECAUSE OF THEIR ACUTE HAZARD CLASSIFICATION AND CONCERN AS TO THEIR IMPACT ON HUMAN HEALTH UNDER CONDITIONS OF USE IN DEVELOPING COUNTRIES

OBJECTIVE OF THE DECISION GUIDANCE DOCUMENT

The inclusion of specific pesticide formulations in the Prior Informed Consent (PIC) procedure is based on recommendations from the FAO/UNEP Joint Group of Experts on Prior Informed Consent. These formulations may not necessarily be banned or severely restricted in any country, but have been included because of potential problems under conditions of use in developing countries. The pesticides concerned are all classified by WHO as extremely or highly hazardous, based on the concentration of the active ingredient and the formulations concerned. The status of these pesticides will be reconsidered on the basis of any new scientific information.

The aim of the PIC procedure is not to "black list" pesticides or industrial chemicals. It is NOT a recommendation to ban or severely restrict the use of the chemical. It is a procedure for formally obtaining and disseminating the decisions of importing countries as to whether they wish to receive future shipments of chemicals included in the procedure.

The DGD thus is intended to help governments to analyze, taking into account their public health, economic, environmental and administrative conditions, the potential hazards connected with the handling and use of the chemical, and to assist them in taking a decision whether to allow or prohibit future import of the chemical. The DGD therefore provides a summary of toxicological and environmental characteristics, known usages, possible exposure routes, measures to reduce exposure, and regulatory actions taken by some countries to ban or severely restrict the chemical with corresponding reasons for their actions. The information contained in the DGD is by no means exhaustive but issued as a summary guide for decision making.
