A working group was established in October 2000 and consisted of ten members (see Annex 1 for list of members). The purpose of the Working Group was to review FAO's activities on recovered paper and more particularly:
- review definitions and classifications;
- review
the process of statistics collection and presentation;
- assess if any other
activities which should be undertaken in this sector.
In view of the magnitude of the work and the little time available, it was agreed by the members to address first the review of definitions and classifications.
All members were contacted to collect definitions and classifications used in their respective countries. The first observation was that ratios used to define recovery rate and recovered paper utilization by different organizations were basically the same in spite of different titles. The second observation was that there was not a common figure between data prepared by Eurostat and by FAO on recovered paper.
The working group recommended that the following proposal be submitted to the FAO Advisory Committee on Paper and Wood Products for approval:
- change title and definition of ratios as shown in
Annex 2;
- add a new grade of recovered paper to provide a common figure with Eurostat, as follows:
Recovered paper for paper and paperboard production: used paper collected for recovery as raw material for the manufacture of paper and paperboard.
See Annex 3 for comparison of grades;
- use new ratios in the FAO Recovered Paper Data 1999-2000;
- include the new grade in next year's survey, since questionnaires have already been sent out for this year.
