AMENDMENTS TO THE GENERAL RULES OF THE ORGANIZATION - THE PROGRAMME COMMITTEE

I. Rule XXVI

Programme Committee

1. The Programme Committee provided for in paragraph 6 of Article V of the Constitution shall be composed of [a Chairman, six other members, and a first, second and third alter­ nate, all selected by the Council in a personal capacity from among] representatives of eleven Member Nations of the Organization. Such Member Nations shall be elected by the Council in accordance with the procedure set forth in paragraph 3 of this Rule. Members of the Committee shall appoint as their representatives individuals who have shown a continued interest in the objectives and activities of the Organization, have participated in Conference or Council Sessions and have special competence and experience in economic, social, and technical matters pertaining to the various fields of the Organization's activities. [The Chairman, other] Members of the Committee [and alternates] shall be elected for a period of two years at the session of the Council immediately following the regular session of the Conference. [The Chairman and each other member and alternate of the Committee shall be a national of a different Member Nation.] They shall be eligible for feappointment.

2. [The names of the persons to be considered for appointment as the Chairman, members and alternates of the Programme Committee, as well as information on their qualifications and experience, shall be circulated by the Secretary-General of the Conference and Council in writing to the members of the Council before the Council meeting at which the appoint­ ments will be made. Before any appointment is made, an assurance shall be obtained by the Secretary-General that the individual concerned is willing to serve on the Committee if he is appointed.] A Member Nation of the Organization seeking election as a Member of the Committee shall, as soon as possible but not later than 10 days before the opening date of the Council suasion at which the election ie to be held, communicate to the Secretary General of the Conference and Council the name of the representative that it would appoint if electea and details of his qualifications ana experience, 'hie secretary general of the Conference and council snail circulate this information in writing to Members or tne Council before tne council session at which the election is to be held.

3.The following proceduree shall apply to the election of Members of the Committee:

(a) Member Nations shall present their candidature for election in respect of a specific region as determined by tha Conference for the purpose of Council elections.

(b) The Council shall first elect a Chairman from among the designated representatives of the prospective Members of the Committee.

(c) After the election referred to in sub-paragraph (b) above, the Council shall proceed to the election of the other Members of the Committee, in two stages, making the necessary adjustment to take into account the Member Nation of which the Chairman is a national and the region to which that Member Nation belongs:

(i) The first stage shall be to elect eight Members, from the following regions: Africa Asia and the Par East. Near East, and Latin America;

(ii) The second stage shall be to elect three Members from the following regions: Europe North America , and South-West Pacific.

(d) Except as provided in sub-paragraph (b) above, the election of Members of the Committee shall~be conducted in accordance with the provisions of paragraphs 8(b) and 12 of Rule XII of these Rules, one election being held to fill simultaneously all the vacancies occurring in each group of regions specified in sub-paragraph (c) above.

[3.](e) The other provisions on voting arrangements [of] in Rule HI of these Rales shall apply mutatis mutandis to the election of Members of the Committee.

4. [An alternate member shall be called upon to attend a Committee session only when a member expects to be absent for the whole of that particular session. An alternate substituting for a member of the Committee shall have the same rights and privileges as a member. Providing no additional expenses (including those referred to in paragraph 9 of this Rule) are involved for the Organization, an alternate not substituting for a member may attend sessions of the Committee to follow the discussions but shall not have the right to speak nor to take part in the discussions, unless invited to do so by the Chairman with the concurrence of the Committee.]

(a) If the representative of a Member of the Committee, is expected to be unable to attend a session of the Committee, the Member shall inform the Director-General and the Chairman as soon as possible, and such Member may designate a substitute representative to replace him for that session, in which case the Council shall be informed of the qualifications and experience of such substitute representative. However, if the representative of the same Member does not attend two consecutive sessions of the Committee, or is not expected to attend two consecutive sessions, the Member shall inform the Director-General and the Chairman as soon as possible, and a by-election shall be held in accordance with sub-paragraph (b) below to fill the vacancy at the next session of the Council.

(b) If, due to incapacity, death or any other reason, the representative of a Member of the Committee, appointed in pursuance of paragraph 2 of this Rule, is prevented from exeroising his functions for the remainder of the term for which the Member he represents has been elected, the Council shall hold a by-election at its next session to fill the vacancy for the remainder of such term. The by-election shall be held, mutatie mutandie in accordance with the provisions of paragraphs 2 and 3 of this Rule.

(c) The provisions of sub-paragraphs (a) and (b) shall also apply to the Chairman of the Committee, except that:

(i) If he is unable to attend a session of the Committee, his functions shall be performed by the Vice-Chairman elected by the Committee in accordance with its Rules of Procedure; and

(ii) in the event of his absence from two successive sessions, or for the remainder of the Committee's term, the office of Chairman shall devolve upon the Vice-Chairman.

9. Representatives of Members of the [Programme] Committee shall be reimbursed for the cost of their travel expenses, [and] on the basis of the criteria laid down in Rule XXV, paragraph 6 of these Rules. They shall also be paid a subsistence allowance while attending sessions of the Committee, in accordance with the travel regulations of the Organization.

AMENDMENTS TO THE GENERAL RULES OF THE ORGANIZATION - THE FINANCE COMMITTEE

II. Rule XXVII

Finance Committee

1. The Finance Committee provided for in paragraph 6 of Article V of the Constitution shall be composed of [a Chairman, six other members, and a first, second and third alternate, all selected by the Council in a personal capacity from among] representatives of nine Member Nations of the Organization. Such Member Nations shall be elected by the Council in accordance with the procedure aet forth in paragraph 3 of this Rule. Members of the Committee shall appoint as their representatives individuals who have shown a continued interest in the objectives and activities of the Organization, have participated in Conference or Council. Sessions and have special competence and experience in administrative and financial matters. [The Chairman, other] Members of the Committee [and alternates] shall be elected for a period of two years at the session of the Council immediately following the regular session of the Conference.[The Chairman and each other member and alternate of the Committee shall be a national of a different Member Nation] They shall be eligible for reappointment.

2.
