El Estudio de las tendencias y perspectivas del sector forestal para América Latina y el Caribe (ESFAL) forma parte de la serie de estudios regionales sobre perspectivas iniciados por la FAO en colaboración con países miembros. El presente informe corresponde al estudio sobre México y tiene como objetivo ofrecer una perspectiva a largo plazo analizando las tendencias y las fuerzas rectoras que determinarán la dinámica del sector durante los dos decenios próximos. El estudio tiene una fuerte base en los trabajos de investigación bibliográfica y de campo realizados por varias instituciones, agencias y académicos. Una base fundamental ha sido el “Plan Estratégico Forestal 2025” (PEF-2025, 2001) y los estudios de perspectiva de diversas fuentes. Este documento pretende ser un borrador de documento de análisis que se someterá a un proceso de consulta. Dicho proceso busca la mayor participación de los actores que directa e indirectamente tienen relación o dependen del sector forestal.
Los escenarios analizados en este documento corresponden a alternativas hipotéticas de desarrollo del sector forestal en México. El escenario de máxima producción forestal es similar a aquel propuesto en el PEF 2025 aunque con adecuaciones realizadas a la luz de las perspectivas de productividad forestal en el país. Los demás escenarios son el resultado de una consulta con especialistas sobre las diferentes alternativas y objetivos de manejo y uso de los recursos forestales en México. Todas las tendencias y perspectivas sin excepción son el resultado de los análisis de información histórica obtenida de fuentes oficiales.
México cuenta con aproximadamente 64 millones de hectáreas de bosques de clima templado y selvas que abarcan el 32% del territorio nacional. Adicionalmente el país cuenta con 56 Millones de ha de matorrales y cerca de 2 Millones de hectáreas de vegetación hidrófila. Tales recursos son de gran importancia para el país desde el punto de vista social, económico y ambiental.
Alrededor del 80% de los bosques y selvas del país se encuentran bajo régimen de propiedad social, constituidos en alrededor de 8,500 núcleos agrarios. Las poblaciones que constituyen estos núcleos agrarios están vinculadas directamente con los recursos forestales para la obtención de sus principales satisfactores.
Se estima que la remoción anual de madera es del orden de los 56 millones de m3 por año incluyendo madera rural e industrial (PEF 2025, 2001) y se utilizan más de 1,500 productos forestales no maderables. Adicionalmente, varios centros urbanos dependen en gran medida de los servicios ambientales que generan los bosques aledaños, así como para la protección al agua y al suelo. La contribución directa del sector forestal es de 5,000 millones de dólares por año (0.81% del PIB nacional) y genera alrededor de 100,000 empleos permanentes cuyos sueldos son entre 3-4 veces superiores a los sueldos derivados de actividades agropecuarias.
Los problemas principales del sector forestal son: (i) inseguridad de la tenencia de la tierra, (ii) organización insuficiente de los ejidos y comunidades como unidades de producción forestal comercial; (iii) sobre explotación localizada del recurso; (iv) un comercio exterior de productos forestales con un balance negativo de 12,000 millones de pesos por año, (v) un sector privado con una crisis de competitividad internacional; (vi) degradación del medio ambiente; y (vii) un inadecuado marco institucional y legal para promover la producción forestal sustentable, lo que resulta en altos costos de transacción, además de una falta de continuidad administrativa y de políticas.
México ocupa uno de los primeros lugares en tasas de deforestación en el mundo. Los rangos de las tasas de deforestación fluctúan entre 75,000 ha/año a cerca de 1.98 millones de ha por año. Las estimaciones oficiales muestran una pérdida de vegetación arbolada en los últimos años de cerca de 1.08 millones de hectáreas por año cifra que se reduce a 775,800 ha/año si solo se consideran bosques y selvas.
La degradación de las áreas forestales es frecuentemente determinada por el uso no sustentable de los recursos forestales. En varias zonas, principalmente de clima templado la extracción de productos es muy superior a la capacidad del bosque de regenerarlos. Tal sobreexplotación usualmente da por resultado la fragmentación y degradación del recurso, primeras etapas dentro del proceso de deforestación.
La sobreexplotación tiene diferente fuentes entre las que sobresalen la tala clandestina y la extracción de leña. Las estimaciones para la tala clandestina, indican que el volumen de producción es de alrededor de 13 millones de m3r, mientras que el consumo de leña es estimado en cerca de 36 millones de m3r.
Las plagas y enfermedades forestales constituyen un factor importante de degradación de los bosques de clima templado. La principal causa de propagación de plagas forestales es el largo tiempo en ocasiones que demora su control. Otra causa importante de propagación son los esquemas de manejo forestal usados en el país, los cuales favorecen la fragmentación y liquidación rápida de los excedentes forestales, dando por resultado paisajes fragmentados, poco saludables y con alto riesgo para el ataque de plagas y enfermedades.
Los incendios constituyen otra causa significativa de deforestación. La superficie anualmente afectada (en promedio 327,000 ha) debido a incendios forestales así como el número de eventos (en promedio 8,900 por año) son muy variables según las condiciones meteorológicas y las condiciones sociales y económicas de las áreas afectadas.
Se estima que el volumen de producción de madera industrial no autorizada es de alrededor de 13 millones de m3r y causa una pérdida de ingresos para ejidos y comunidades de cerca de 4 mil millones de pesos, con las consecuentes pérdidas en las actividades encadenadas a esta producción por concepto de impuestos.
Se estima que sólo el 15.1%, unas 8.6 millones de ha, de la superficie total arbolada (56.8 millones de ha, 1994), está bajo manejo técnico de algún tipo, aunque se calcula que alrededor de 21.6 millones de ha (38%) tienen potencial para la producción comercial.
Los arbustos y matorrales de las zonas áridas y semiáridas del país cubren aproximadamente 56.079 millones de ha, casi el 30% de la superficie arbolada del país. Esta vegetación se utiliza fundamentalmente para la recolección de productos forestales no maderables (PFNM) y leña para la población local. Se estima que el potencial de los PFNM de estas áreas es alto, aunque hay escasa planificación y prácticamente nulo manejo.
Los bosques tropicales húmedos y secos son áreas de fuerte presión demográfica. En algunas regiones se presenta una tasa de deforestación acelerada y una fuerte degradación. Es común que estas áreas se transformen rápidamente en terrenos agrícolas o pastizales y solo bajo algunas condiciones de densidad poblacional, cultura y nivel de ingreso, porciones del bosque tropical son consideradas como “Área forestal permanente” (AFP). La producción maderable en las regiones tropicales continúa enfocada a la producción de maderas preciosas, aunque el mercado de maderas duras para la producción de durmientes ocasionalmente repunta.
El manejo forestal en áreas de clima templado sigue métodos de manejo regular como métodos de manejo irregular o mezclado. Para el manejo regular se aplica el llamado “Método de Desarrollo Silvícola” (MDS) mientras que para el manejo irregular se aplica el “Método Mexicano de Ordenación de Montes” (MMOM) en cualesquiera de sus modalidades. Los métodos mezclados son muy variados y no siguen algún patrón sistemático, aunque en la mayoría de los casos resultan ser una combinación entre el MMOM y el MDS.
La aplicación inadecuada tanto del MMOM como del MDS han originado graves problemas de degradación de las áreas naturales bajo explotación, cambios notables en la composición de especies y fuertes problemas de fragmentación que evidentemente influyen en la baja productividad de las áreas forestales y en la salud de los ecosistemas. Por su parte, la aplicación incompleta de procedimientos de regulación, aunada a la deficiente información de inventarios y crecimiento forestal en áreas tropicales han dado por resultado una liquidación de excedentes de maderas preciosas y un notable cambio de estructuras y composiciones que ponen en peligro muchas de las áreas tropicales bajo explotación forestal.
Son pocos los casos exitosos en los que el manejo maderable de los recursos forestales ha promovido el desarrollo de las comunidades y a la vez se ha conservado el recurso forestal. Existen múltiples razones de índole política, económica, social y técnica que en su conjunto determinan el éxito que una comunidad sin embargo, existen varios elementos comunes entre los casos exitosos como son: i) que se haya consolidado un área (mediana o grande) de manejo forestal; ii) que el bosque sea manejado por comunidades locales; iii) que exista rendición de cuentas a la comunidad local; iii) que se combinen varios niveles de organización; iv) que haya beneficios tangibles en el corto plazo; iv) que existan mecanismos claros de evaluación y control y por supuesto; v) que una parte sustancial de las ganancias se reinvierta. Estos elementos aseguran un proceso gradual de capitalización y el desarrollo de esquemas eficientes de administración y conservación de recursos.
La superficie de plantaciones comerciales en México aún sigue siendo muy pequeña. Se estima que solo existen 34 mil hectáreas de plantaciones comerciales y alrededor de 590,000 ha de plantaciones no comerciales (cifra para el año 1999) las cuales tienen como objetivos la protección y restauración.
La extracción de productos forestales maderables reviste dos importantes problemas: (i) el uso de tecnología de alto impacto ambiental y (ii) los altos costos de operación. La tecnología de extracción frecuentemente es muy arcaica y de poco impacto ambiental; sin embargo el diseño de vías de acceso y el uso de sistemas de extracción de arrastre regularmente tienen fuertes impactos ambientales, usualmente debido a la falta de capacitación del personal que se encarga de estas actividades.
En México se utilizan alrededor de 1,000 productos no maderables (hojas, frutos, gomas, ceras, fibras, tierra, hongos, cortezas, entre otros), los cuales se obtienen de un amplio número de especies distribuidas en los diferentes ecosistemas presentes en el territorio nacional. Se han identificado aproximadamente 5,000 taxa de plantas útiles y 215 especies de hongos.
Dada la enorme diversidad de ecosistemas forestales y la fuerte presión demográfica sobre éstos, México presenta un amplio potencial para utilizar sus bosques como productores de servicios ambientales. A pesar de que existe una amplia variedad de servicios ambientales solo captura de carbono, desempeño hidráulico y biodiversidad son los que tienen el mayor potencial.
La industrialización de productos forestales maderables enfrenta varios problemas entre los que se pueden señalar: (i) pobre localización con respecto a la materia prima, (ii) sistemas obsoletos de transformación de productos, (iii) desconocimientos de propiedades físicas y mecánicas de las especies forestales, (iv) imperfecciones de mercado tanto de insumos como de productos.
El beneficio de los PFNM es muy rudimentario para la mayoría de los productos. Los productos de uso doméstico (zacates, varas), medicinales o comestibles generalmente tienen un beneficio casero. Los productores trasladan las partes de plantas a los centros de acopio, o a sus residencias, donde se realiza el beneficio que generalmente consiste en la limpieza del producto; ocasionalmente se realizan actividades como secado, extracción (semillas, corteza, entre otros) o conservación.
Una causa de cambio de uso del suelo forestal se encuentra en la política agropecuaria. Es común que se continúen fomentando actividades agrícolas y ganaderas extensivas a través de incentivos que favorecen actividades que utilizan insumos básicos como la tierra y que no están enfocadas a mejorar la productividad laboral o el uso de tecnologías modernas. Así, áreas forestales con suelos fértiles, de fácil acceso o con un mercado cercano, frecuentemente son convertidas a un uso agrícola o pecuario.
Durante la década de los noventa, una serie de programas (aunque pequeños en su ponderación presupuestal con relación a las políticas sesgadas en contra del mantenimiento de la cobertura forestal) fueron instrumentados para lograr una mayor consistencia entre las metas de desarrollo con las de conservación ambiental. Entre ellas destacan los programas de fomento directo a la conservación o buen manejo de las áreas forestales (PRODEFOR, PRODEPLAN, PRONARE, PROCYMAF, PRODERS y el PET ambiental a cargo de la SEMARNAT; y los programas de agricultura sustentable bajo la tutela de SAGARPA entre otros).
Las ANP del país presentan algunos problemas operativos como: (i) La existencia de asentamientos humanos dentro las ANP; (ii) los propietarios de tierras de las ANP son muchas veces privados de usufructuar algunos productos de estas áreas; (iii) la idiosincrasia de la población de no respetar las leyes, y el desconocimiento de la mismas, en cuanto al beneficio ambiental de las ANP.
Se estima que un poco más del 15% del total de la superficie forestal, es de propiedad privada y el resto es de propiedad federal, estatal o municipal. En cifras muy gruesas la superficie bajo propiedad ejidal o comunal se distribuye en casi el 50.2% de los núcleos agrarios del país (alrededor de 8 mil quinientos ejidos y comunidades).
El mercado de terrenos de uso forestal es muy limitado. Los terrenos de propiedad privada sin vuelo son difícilmente comercializables, mientras que los de propiedad social se espera se conserven bajo esta forma de propiedad a pesar de las reformas a la legislación agraria.
Sin duda el mercado de terrenos ejidales forestales tardará mucho en poder desarrollarse aún con las condiciones legales actuales. Estudios señalan que existe evidencia empírica de que los hogares ejidales difícilmente cambiarán la propiedad comunal de sus terrenos forestales incluso con las actuales posibilidades de privatización; dichos análisis demuestran que gran parte de la tierra común que se conserva depende de que tan bien se resuelven los problemas de coordinación dentro de las comunidades, o bien son impuestas las restricciones para no sobre explotar los recursos dentro de las tierras comunes. Evidentemente mientras mayor es la superficie (proporcional) en terrenos comunales o mayor es el costo de oportunidad de su uso, mayor el incentivo para privatizar.
La mano de obra forestal es muy variable tanto en el ámbito local como en el ámbito nacional. Dentro de la actividad forestal primaria (silvicultura y extracción de no maderables) la calificación de la mano de obra es muy pobre, sobre todo en aquellas regiones de baja tradición forestal. Lo mismo sucede para la actividad forestal secundaria (extracción maderable e industrialización), cuello de botella de la productividad del sector. La actividad forestal primaria y ocasionalmente la actividad forestal secundaria son actividades de medio tiempo o temporales. De aquí que su disponibilidad esté en función del costo de oportunidad de otras actividades que puedan realizar los productores, así como de la capacitación de los mismos.
Se estima que la migración de familias completas es tan sólo del orden del 1.2%. Generalmente los miembros del hogar participan selectivamente en la migración solo con uno o dos miembros, principalmente a Estados Unidos. El número de familias con migrantes al extranjero ha crecido notablemente. Algunos reportes muestran que entre 1994-1997 esta proporción se duplicó; mientras que por el contrario, la proporción de migrantes dentro del país ha disminuido. Se estima que casi el 45% de las familias de ejidatarios tienen algún miembro de la familia viviendo en Estados Unidos y más del 80% de las familias tienen miembros que residen fuera de la comunidad.
El crédito forestal aunque ha cambiado en su estructura dado que han ganado importancia los créditos a plantaciones forestales, sigue siendo extremadamente modesto, representa sólo el 0.88%, del orientado al sector primario de México. Los créditos multilaterales tanto del Banco Mundial como del Banco Interamericano de Desarrollo, no han tenido el impacto, ni la resonancia esperada y en poco han contribuido a cambiar la tendencia en materia forestal.
La actividad forestal maderable es bastante extensiva en México. Se utiliza poco equipo o maquinaria para las actividades. El corte y desrame se realizan usualmente con motosierra. Las trozas se cortan regularmente de 4 u 8 pies dependiendo de si la troza se arrastra o transporta manual o mecanizadamente, la decisión es casi independiente del procesado de la troza. El arrastre mecánico es común en el norte y centro del país, aunque no ha substituido al arrastre manual. La maquinaria de arrastre es generalmente una motogrúa y solo experimentalmente se ha usado cable aéreo. La carga y descarga de trocería son manuales, rara vez se usa maquinaria especializada. El transporte se realiza regularmente en camiones que varían entre 10-12 ton, usualmente de propiedad ejidal o de pequeños propietarios. Para el transporte a largas distancias se usan camiones con capacidad de 35-40 ton.
Se estima que, con base en la pendiente y calidad de los recursos, la superficie arbolada con potencial para la producción maderable comercial sostenible es de 22 millones de ha, de las que 11 millones corresponden a bosques de coníferas y latifoliadas, 7 millones a selvas altas y medianas, y 4 millones a latifoliadas de clima templado. De este total, se estima que solo 6 millones de ha están bajo manejo y que otras 2.5 millones de hectáreas lo han estado en algún momento.
El inventario nacional forestal de 1994 estima que las existencias volumétricas comerciales en los bosques y selvas de México suman aproximadamente 2,800 millones de m3, de los cuales 1,000 millones se encuentran en el trópico. El incremento anual total en volumen de madera en los bosques de coníferas se estima en cerca de 25 millones de m3 que representan aproximadamente el 95% de la madera industrial. De este total, el 32% corresponde a bosques de coníferas cerrados y 24% a bosques de coníferas abiertos. El incremento restante, 10 millones de m3 (45%) corresponde a bosques mezclados de coníferas y latifoliadas. El INF (1994) estima que el incremento anual de las selvas pudiera ser del orden de 13 millones de m3, que junto con el incremento anual de los bosques de coníferas ofrecería un incremento anual total de 38 millones de m3.
Se estima que México aprovecha con fines comerciales sólo entre 15 y 22% del potencial de corta anual producido por los bosques y selvas del país con una tendencia de extracción a la baja. Sin embargo varias estimaciones muestran que el aprovechamiento de leña combustible alcanza y en algunos periodos rebasa el potencial productivo nacional. La producción de madera industrial en rollo disminuyó de 8.9 millones de m3 en 1989 a 6.3 millones en 1995 (reducción del 29%). A partir de 1996 la producción ha incrementado hasta lograr un nivel cercano al de 1989. Actualmente la tendencia de la producción nacional es a la alta y de acuerdo a la proyección de los datos históricos se estima que se puede lograr una producción cercana a los 12 Millones de m3r hacia el año 2025.
A pesar de que existe todavía un superficie forestal considerable (Aprox. 10 Millones de ha) con potencial maderable y que no está integrada al aprovechamiento forestal, las perspectivas en el corto y mediano plazos son de elevar marginalmente los actuales niveles de producción (entre 9-11 Millones de m3r/año).
El número de aserraderos instalados en México se estima en 1,250. La mayoría son aserraderos pequeños con una producción diaria promedio de menos de 20,000 pt (94 m3r) y un coeficiente de aserrío promedio inferior al 60%.
La producción de madera aserrada de coníferas declinó durante la crisis del 94-95, sin embargo ha habido cierta recuperación de su producción. Las tendencias muestran un crecimiento de la producción logrando alrededor de 2400 Millones de pt hacia el año 2020. Se estima que el número de aserraderos se ha reducido en aproximadamente 11% desde 1991, y que la industria de aserrío opera al 56% de su capacidad instalada durante un periodo breve durante el año.
Existe una marcada insuficiencia de estufas para el secado de madera, resultado principalmente del desarrollo histórico de la industria de aserrío en México, de prácticas comerciales viciadas, y de una limitada cultura de calidad de los productos entre los productores, los comerciantes y los usuarios de los productos de madera. Un alto porcentaje de la madera aserrada se vende en verde o secada al aire.
Existe una perceptible tendencia de incremento en la producción de madera aserrada. Se estima una tasa de crecimiento promedio de 1.0% durante los siguientes 15 años, ligeramente inferior al promedio registrado en los últimos 10 años (1.1%). Esta proyección se basa en (a) la tendencia de crecimiento de la producción, (b) la incorporación de nuevas áreas a la producción como resultado de la preparación de nuevos programa de manejo forestal (PMF), (c) la permanencia de programas de apoyo al Sector Forestal (PROCYMAF y PRODEFOR) que cuentan con mayor presupuesto; y (d) la disponibilidad de crédito y financiamiento al Sector Forestal con la reciente creación del Fondo Forestal Mexicano.
En el año 2000 funcionaban 48 fábricas productoras de chapa y madera contrachapada y 17 plantas productoras de tableros de madera. La capacidad instalada en la industria de chapa y madera contrachapada en 1998 fue de 924 mil m3r. mientras que la capacidad instalada en la industria de tableros de madera en 1998 fue de 358 mil m3r.
La madera de pino es la principal materia prima para la fabricación de madera contrachapada para uso industrial (empaque) y construcción, mientras que las maderas latifoliadas templadas y tropicales de importación y producción nacional son usadas para fines decorativos y elaboración de muebles.
Los reportes muestran que la producción de madera contrachapada y tableros aglomerados de partícula ha aumentado entre 1994 y 1998 en 79% para la madera contrachapada, aunque en 1999 se registró una reducción del 1.5%; en 70% para los tableros aglomerados; y 47% para los tableros de fibra, aunque también en este caso se registró una reducción de 11% en 1999 con respecto a 1998.
La industria de fabricación de muebles es una de las principales usuarias de productos de madera. Se estima que hay aproximadamente 1,139 fabricantes de muebles formalmente establecidos, que emplearon en 1993 alrededor de 115,000 personas. El 86% de las empresas son pequeñas, el 12% son de tamaño mediano y sólo el 2% son grandes. En promedio, las empresas utilizan el 50% de su capacidad instalada. Además existen aproximadamente 132 empresas maquiladoras de muebles (que emplean alrededor de 25,000 personas). El 96% se localiza en ciudades a lo largo de la frontera de México con los Estados Unidos. Se ha estimado que estas plantas producen, en valor, tanto como las 2,000 fábricas no maquiladoras (US$ 540 millones en 1994).
Se estima que México enfrenta un déficit anual de postes, pilotes y morillos de aproximadamente 600,000 unidades, con un rezago acumulado de 8 a 10 millones de unidades. Este déficit se observa fácilmente en las principales ciudades del país pero también es un problema importante en las áreas rurales.
La producción nacional de madera tratada fue de aproximadamente de 220,000 m3 para el año 2000, aunque la tendencia promedio de mediano plazo es a estabilizar la producción en aproximadamente 170,000 m3.
La industria de la celulosa y del papel registró un total de 64 plantas en 2002, el 89% de éstas son fábricas de papel, mientras que el 11% (7) son plantas integradas verticalmente en la producción de celulosa y papel, dos de estas fábricas se localizan en el estado de Veracruz y una en cada uno de los estados de Chihuahua, Durango, Jalisco, Michoacán y Oaxaca. Por su parte, de las 57 plantas de celulosa y papel, el 35% se localiza en el estado de México, Distrito Federal, Nuevo León, y San Luis Potosí. En promedio alrededor de 2 Millones de m3r se destinan a la producción de celulosa en México. Las tendencias muestran que esta cifra puede incrementar hasta casi 4 Millones de m3r hacia el año 2020.
Los PFNM más comunes dentro del mercado son aproximadamente 70, con una producción promedio anual de 68,000 ton/ año (Tejeda et al., 1998), aunque esta cifra solo considera aquellos productos que están sujetos a un control oficial, ya que existe un volumen muy grande que se comercializa sin control oficial o se usa en el autoconsumo.
La producción nacional de PFNM ha venido a la baja en años recientes. Solo la tierra de monte ha mantenido su nivel promedio de producción. La expectativa es que esta tendencia se mantenga a la baja debido a la reducción de los mercados de los principales productos. Por su parte los precios de los PFNM más importantes han tenido un comportamiento errático. Algunos claramente han reducido su precio como lo es la Tierra de Monte, gomas y comestibles; otros han mostrado precios constantes como las ceras, mientras que solo las fibras y resinas han registrado un pequeño incremento en el periodo 1995-1998. El valor de la producción de PFNM tiene una tendencia general hacia la baja tanto por reducción de precios reales como por reducción del volumen de producción.
La amplia variedad de PFNM involucra diversas formas de aprovechamiento, diferentes tipos de productores, así como procesos de beneficio o industrialización diversos. De aquí que el número de productos no maderables bajo aprovechamiento supere, con mucho, a la cantidad de especies involucradas. Esto implica que partes de una especie pueden producir productos diferentes e incluso cada uno de éstos puede tener diferentes usos.
Las tendencias de la actividad forestal en México muestran un futuro incierto tanto para el aparato productivo dependiente de esta actividad como para la sustentabilidad de los bosques del país. De aquí que el rumbo de la futura dinámica de esta actividad dependerá en gran medida de los objetivos y acciones que se definan tanto para los recursos forestales como para la misma actividad forestal en el contexto de la actividad económica nacional. Bajo este marco de referencia se han definido 5 escenarios desarrollo de la actividad forestal: (a) Tendencia Natural –BAU- (b) Manejo Forestal Sustentable (c) Manejo Maderable Intensivo, y (d) Desarrollo Forestal.
El escenario de tendencia natural supone que la situación actual continuará igual en el futuro. Esto significa suponer que las tendencias relativas de fragmentación y deforestación continuarán al nivel presente y que la industria forestal tendrá poca inversión y desarrollo. Por su parte, el crecimiento en el mediano plazo del sector solo vendrá de la apertura de mayor terreno a la explotación forestal maderable. Bajo este escenario, se estima una producción forestal maderable de cerca de 12 Millones de m3r hacia el año 2025. La estimación se basa en las tendencias, en la apertura de terrenos a la producción maderable y la continua demanda por productos forestales. Se estima que esta producción requerirá incorporar al manejo forestal entre 15 y 18 Millones de hectáreas, por lo que tal aumento no solo demandará mayor superficie sino asume baja inversión en el bosque y un deterioro sostenido de la productividad forestal maderable.
Bajo el escenario de manejo forestal sustentable se estima que toda la superficie forestal comercial (alrededor de 22 millones de ha) podrá estar bajo manejo hacia el año 2025, tal y como lo supone el PEF-2025. Esto significa que la degradación y fragmentación de los bosques, así como el proceso de deforestación se detienen hacia esta fecha a través de un proceso paulatino en el que no solo se aumenta la superficie forestal, sino se aplican métodos de manejo forestal sustentable. Esta estrategia supondría además que un amplio porcentaje de la superficie actualmente bajo manejo maderable se incorporaría a un manejo más intensivo junto con áreas de bosque comercial de latifoliadas y bosques mixtos. El manejo intensivo en bosques templados presupone el uso de la regeneración artificial en lugar de la natural, así como prácticas silvícolas que mejoren el rendimiento del bosque y las características de los productos obtenidos. La estrategia asume que es posible elevar el rendimiento promedio de la superficie actualmente bajo manejo de un estimado de 1.2 m3/ha/año, a 1.8 m3/ha/año y las existencias de aproximadamente 70 m3/ha a 100 m3/ha.
El escenario de manejo maderable intensivo es el recomendado por el PEF-2025 en el cual se considera la integración de una mayor superficie forestal en un periodo más corto (12 años), así como el desarrollo de plantaciones forestales a gran escala.
El escenario de Desarrollo Forestal se basa en la premisa de que el manejo forestal maderable es tan solo una de la gran cantidad de alternativas productivas a las que tiene acceso el productor forestal, que además se caracteriza por tener un bajo nivel de ingreso, pocos activos, un bajo nivel de salud y de educación y que frecuentemente debe tomar decisiones colectivas sobre la forma de aprovechar el recurso forestal. Adicionalmente, la estrategia asume que no todas las áreas forestales son adecuadas para realizar un manejo forestal maderable sustentable y que su incorporación al aprovechamiento forestal puede causar más externalidades negativas que beneficios. Por ello el desarrollo de la actividad forestal maderable solo es posible en algunas comunidades que presentan las características adecuadas de (a) capital social, (b) gobernabilidad, (c) cantidad y calidad de recursos –escala-, (d) organización para la producción y (e) acceso a mercados –ubicación-. Si bien estas comunidades tendrán la oportunidad de obtener ingresos adicionales, es muy improbable que se verifiquen cambios sustanciales en el nivel de vida de estas comunidades con la sola actividad maderable; por lo que es indispensable que se realicen actividades productivas adicionales como la recolecta de PFNM o la venta de Servicios Ambientales.
México es un país con un importante acervo de recursos forestales. Sin embargo, a pesar de su extensión y diversidad, gran parte de este acervo tiene un bajo rendimiento maderable. Aunado a ello, la proporción de la superficie forestal bajo aprovechamiento es baja y existen problemas adicionales de manejo forestal, sistemas de aprovechamiento e industrialización, organización para la producción y tipo de propiedad, así como restricciones institucionales que hacen que la actividad forestal maderable sea poco eficiente. Por otro lado, los terrenos forestales no sujetos a aprovechamiento son fuertemente degradados o sustituidos por cultivos agrícolas o pastizales.
Esta baja productividad maderable y la enorme tasa de deforestación y degradación del acervo forestal hacen que el país no solo sea un importador neto de productos forestales maderables sino que adicionalmente pierda una enorme cantidad de superficie forestal y diversidad biológica. La incorporación de mayor superficie al aprovechamiento maderable, así como el uso de prácticas mejoradas de manejo forestal pueden ser una opción viable para la actividad forestal en México si esta inversión esta acompañada de estrategias de organización productiva, administración y generación de capital social en los núcleos agrarios forestales, que son los que poseen la mayor proporción de acervos forestales.
La alternativa de realizar fuertes inversiones en plantaciones comerciales no presenta problemas técnicos, incluso es probable que los problemas financieros sean escasos, sin embargo requiere de toda una estrategia de planeación y organización de núcleos agrarios tal que permita que se integren áreas forestales compactas donde se puedan generar economías de escala y esquemas de organización y financiamiento para la producción forestal.
Dado este panorama resulta de interés la revisión de alternativas productivas diferentes para los recursos forestales tales como la producción de PFNM y la venta de servicios ambientales. Si bien estas estrategias son actualmente limitadas, pueden consolidar un grupo de alternativas productivas que puedan ayudar a mitigar la deforestación y degradación forestales y a reducir la pobreza característica de los habitantes de las regiones forestales.
