2. The Plan responds to international initiatives concerning rural women as embodied in the 1985 Nairobi Forward Looking Strategies (NFLS) and the 1995 Platform for Action of the Fourth World Conference on Women. Its implementation is meant to stimulate growth with equity within Member Countries in relation to agricultural and rural development. The Plan also contributes to the follow-up of the World Food Summit (WFS) since it focuses on the need to design and implement gender responsive policies and programmes that reduce or eliminate legislative, administrative, socio-economic, and behavioral obstacles to rural women's access to those productive resources and services needed to achieve national and household food security.
