The following background information has been developed from the background papers prepared for the Consultation. Extracts have been taken from those papers and they have been edited, condensed, and in some cases combined in order to provide contextual information for the decisions and recommendations of the Consultation.
Each section provides an overview of specific areas of discussion as well as information and data that should prove useful to workers in the field. In their original form, the papers were too voluminous for inclusion in this publication. The information they provided was reduced in size through judicious editing in an attempt to keep the text simple and factual.
The literature citations for each paper have been grouped together in numerical sequence in a references section at the end of this Annex.
