5. Recommendations based on the SWOT Analysis of the Preparatory Phase

1. Extend the second training in PRA methods in Northern Shewa to two weeks to allow ample time for the trainees to learn the tools and approaches. Action: ESNP to make changes in the work plan and make provision in the budget revision. The Team Leader, the local support team and the PRA team members to adjust their work schedule.

2. Organise an “Analysis and Planning” workshop for both Regions so as to ensure active participation of the Regions in the actual project formulation. These workshops should be organised once the village profiles from both PRAs have been prepared, around January/February 2000. Regional, Zone and Woreda staff, as well as selected PRA team members and external resource persons should participate, as well as the Team Leader. HQ staff from ESNP and SDAR should provide technical backstopping during the workshops. The workshops for Tigray and Amhara Regions could be held simultaneously in a central place. This would allow minimising costs for resource persons and technical backstopping and at the same time provide an opportunity for the two Regions to share experiences and information. The adjusted work plan should make provision for a one month process of participatory analysis and planning, including the required training in line with the attached time table. Action: ESNP to make changes in the work plan and make provision in the budget revision. The Team Leader, local support team and PRA team members to adjust their work schedule.

3. Extend the contract of the national nutritionist (Rebecca Shiferaw) to allow her to participate in the second PRA in Northern Shewa and in the analysis and planning workshop. Action: FAO Ethiopia to extend the contract. ESNP to make provision in the budget revision.

4. Reformulate the TORs of the team leader to permit him (a) to participate in the Analysis and Planning Workshop and (b) to work with Technical Divisions at HQs for the final formulation of the project document. Action: ESNP and the Team Leader to reformulate the TOR of the Team Leader.

5. Prepare a proposal explaining the reasons for the proposed changes to ensure the support from HQs, FAOR and Ethiopian Government. Action: ESNP, the Team Leader and FAO Ethiopia to reach consensus on a final proposal and prepare the proposed revision. RAFR to submit the proposal and budget revision to TCDM for further forwarding to BSF.

6. Develop a manual outlining the process, procedures and methodology of the Preparatory Phase that could be used as a model for other participatory Household Food Security and Nutrition Projects. This would in part be based on the Ethiopian experience, but would also incorporate experiences from elsewhere. Action: ESNP, SDAR, and SDWW to establish a working group for the preparation of the manual.

7. Identify potential governmental and non-governmental organisations that could work in partnership with the project to support implementation of activities in areas that are outside FAO's mandate. Action: The Team Leader, National Consultants and FAO Ethiopia to identify potential partners and develop in conjunction with ESNP, SDAR, SDWW and other relevant technical divisions modalities for collaboration.

8. Following a debriefing at Headquarters with representatives of the Lead Technical Division, ESN, it is highly recommended that a meeting be organised at FAO HQs on Wednesday or Thursday, 24 or 25 November 1999. The purpose of the meeting would be to discuss recommendations 1-5, with the International Team Leader and to reach a common position on how best to incorporate these recommendations into the current workplan and amend the budget accordingly.
