Manuel Paveri, Chief FONP, welcomed the participants after which, Yves C. Dubé presented a brief overview of on-going and future activities. The draft proposal by Franz Schmithüsen of July 2001, for the production of a conceptual paper and comments thereof was distributed to participants for their information and eventual comments after the meeting.

Jeremy Broadhead then made a presentation of the preliminary analysis of results which was followed by comments by participants.

 

Comments/Suggestions

The preliminary draft report was found rich in information and ideas. It was recalled that the preparation of a catalogue of examples of cross-sectoral policy impacts was recommended to first take stock of the existing knowledge and experience and to initiate interdepartmental dialogue within FAO, at the second meeting of the ITFL in May 2001.

The following was said to improve the focus of the report or to pursue the general objectives of the effort on cross-sectoral linkages in forestry by FONP:

to try to distinguish between impacts on forests and impacts on forestry;

to look at features of policy mix or package of important forest producing countries;

to identify better agriculture and forestry policy linkages at farming level, for example;

there seems to be an implicit need for harmonization mechanisms at country level;

to substitute crops for agriculture in the analysis framework;

the importance of identifying who are the stakeholders and to adopt a people-centered approach was stressed;

to further break down the analysis framework to consider policy impacts in low/high income and low/high forest countries;

to define the term sectoral policy and make a clear distinction between a policy statement and policy implementation;

to make a distinction between forestry-oriented policy and other policies;

the importance of country case studies was stressed to give examples of impacts on stakeholders and actual country policy or institutional response.

to better define the positive and negative nature of policy effects by inclusion of information on the type of effects and who is affected.

 

Conclusion

Manuel Paveri thanked all participants. The preliminary draft report will be finalized and used as an input into the production of the conceptual paper and case studies.
