CONDUCT OF CONSULTATION/SEMINAR AND PREPARATION OF THIS REPORT

The Consultation/Seminar was a consultation meeting of specialists and active workers on the subject of coastal fishpond engineering. This was held in Surabaya, East Java province, Indonesia, 4–12 August 1982. The objectives of the seminar were to assemble available information, identify gaps and constraints; and formulate possible future programmes in this field.

The Seminar was sponsored by the FAO/UNDP South China Sea Fisheries Development and Coordinating Programme (SCSP) and it was hosted and jointly organized by the Agency for Agricultural Research and Development (AARD) and the Directorate General of Fisheries (DGF) of Indonesia. The sponsor is grateful to Mr. Sadikin Sumintawikarta, Head of AARD and Fisheries Director-General Admiral Abdu Rachman of DGF for endorsing the hosting of this activity. We thank the Central Institute of Research in Fisheries of AARD, headed by Director Mohamad Unar for providing the local organizing committee and secretariat for this Seminar.

Twenty-four participants from seven countries and agencies participated, i.e., Indonesia 7, Malaysia 4, Philippines 4, Sri Lanka 1, Thailand 3, USAID Indonesia 1, and FAO 4. There were in addition 15 observers from various agencies in Indonesia.

Twenty (20) background papers relevant to the subject were selected from published material, while 24 technical papers were contributed by participants in this Seminar. The sponsoring agency is grateful to the participants and other contributors for their papers.

The Consultation/Seminar conducted 12 open Sessions which discussed the following subjects: (1) environmental aspects, (2) site selection, (3) layout design, (4) structural details, (5) methods of construction, (6) repairs and maintenance, (7) equipment for management, and (8) economics, constraints and programmes. One field trip was made and one evening slide session besides social activities.

The last three days of the Seminar was devoted to meetings of sectional groups to draft the reports of the session subjects indicated above as well as to draft the general summary and recommendations. A report of the Consultation/Seminar consisting of a general summary and recommendations, the contributed papers, the sectional reports and appropriate annexes was complied, organized and edited by SCSP staff composed of W.L. Chan, H.R. Rabanal and V. Soesanto.
