Je me reprends, il s'agit des deux élections ensemble: Comité du Programme et des Finances. Mais je crois que le Sénégal demande la parole.
S. AIDARA (Observateur pour le Sénégal): Je m'excuse très sincèrement auprès du Secrétariat de devoir l'interrompre mais c'est simplement pour faciliter nos travaux.
Il y a une délégation qui, au cours d'une réunion importante du Groupe des 77, avait retiré sa candidature pour permettre d'avoir le même nombre de candidats que de sièges au niveau du Comité du programme. Il s'agit de la Guinée qui pourrait éventuellement confirmer ici ce retrait. Malheureusement, cette annonce, qui avait été faite au niveau du Groupe des 77, n'a pas été faite au niveau du Secrétariat si bien que dans le document qui nous est soumis CL 81/LIM/l la candidature de la Guinée figure toujours. Je sais que mon ami de la Guinée a fait parvenir ce matin une rapide note au Secrétariat. Je ne sais pas si celui-ci a reçu cette note concernant le retrait de la candidature guinéenne. Si cela a été fait, je crois que l'on pourrait procéder, comme pour les membres du Comité des politiques et programmes d'aide alimentaire, à l'élection des membres du Comité du programme, par acclamation certainement. Cela ne nécessiterait pas de passer au scrutin étant donné que nous avons le même nombre de candidats que de sièges.
Puisque j'ai la parole, j'en profite pour vous présenter mes félicitations et vous dire que la délégation du Sénégal ne manquera pas de vous apporter son appui pour la tâche qui vous est confiée.
CHAIRMAN: Is the Representative of Guinea here? Yes, please, can you take the floor?
S.M. CAMARA (Guinée): Effectivement nous confirmons ce que vient de dire le délégué du Sénégal; la Guinée a eu à retirer sa candidature.
CHAIRMAN: Thank you very much. Now, if members of the Council would consult document CL 81/LIM/1 relating to the Programme Committee, you will see we have already elected the Chairman, under the nominations for the eight seats from Africa, Asia, Near East and Latin America, we have nine nominations but with the withdrawal of Guinea there are only eight names for eight positions.
The Legal Counsel says it will be quite in order to elect the eight candidates, since the number of vacancies and the number of candidates are the same, so if we have your approval, we will elect the eight countries and their representatives as Members of the Programme Committee to represent Africa, Asia, Latin America and Near East. I guess it has your approval.

CHAIRMAN: Thank you very much, Senegal, for simplifying the procedure.
Then we have for the regions of Europe, North America and Southwest Pacific, France, Sweden, and the United States of America, but we have already elected Professor Trkulja from Yugoslavia, who also belongs to this region, as the Chairman, and since the membership is restricted to eleven, we will have to select two out of these three, France., Sweden and the United States of America. The Secretary has just explained the position relating to ballotting.
I will now request him to continue the explanation with reference to the election to the Finance Committee.

CHAIRMAN: I believe the position is clear. You will find from document CL 81/LIM/2 the names of the countries from the regions of Africa, Asia, Latin America and Near East. One is extra in this region because Sri Lanka has already been elected as Chairman, and then from Europe, North America and Southwest Pacific.
I would request the delegate of Cape Verde, Ireland, Norway and Sudan to serve as tellers.
S.V. HAGEN (Norway): Mr. Chairman, I would be very glad to serve as a teller, but I am alone in my delegation for the time being and then I will not be able to vote, so could you please suggest another country.
CHAIRMAN: Would any other country like to offer? We already have Cape Verde, Ireland and Sudan. We would want some other delegation which is not involved which has an extra member. Venezuela? No. Thank you, we will then have Zambia.

CHAIRMAN: While the counting is in progress I suggest we proceed with item 5, which is also an election. If you look at document CL 81/LIM/3, the Election of the Members of the Committee on Constitutional and Legal Matters, against 7 positions there are 9 nominations: El Salvador, Hungary, Italy, Nicaragua, Nigeria, Philippines, Switzerland, United Kingdom and the United States of America. The members of the Council will again have to go through the processes of electing, and I suggest we complete this work now and then adjourn for lunch, because it will take about 45 minutes before we know the results of the counting.
