The present Issue Paper has been prepared by the Food and Agriculture Organization of the United Nations (FAO) in collaboration with the Ministry of Agriculture, Forestry and Fisheries of Japan (MAFF), in support to the formulation of the Recommendations of the Ministerial Meeting on “Water for Food and Agriculture” at the Third World Water Forum, Kyoto, March 2003.
