SECOND AGRICULTURAL RESEARCH PROJECT (BGD 83-010), FISHERIES COMPONENT

Terms of Reference expatriate consultants Fisheries Research Institute

RESEARCH PLANNING ADVISOR/TEAMLEADER

  1. Preparation of a Masterplan for Fisheries Research at FRI, including research priorities, organizational set-up, plans of operation, manpower requirements, etc.

  2. Assistance in the development of rules and regulations for efficient overall and station management in FRI; identification of bottlenecks for progress and assistance in finding solutions.

  3. Assistance in detailed planning of research programmes and projects for the research stations.

  4. d Assistance in preparation of a detailed training programme for FRI research personnel, including on-the-job training, scholarships, and technical courses. Assistance in implementation of the programme.

  5. Development of co-operation with fisheries research elsewhere.

  6. Assistance in the development of a monitoring, evaluation, and updating system for fisheries research.

  7. Assistance in the development of an effective flow of research outputs to its users (farmers, extension service, Government, other researchers).

  8. Co-ordination of advice and supervision of planning and construction of the headquarters of FRI and of the Brackishwater Fisheries Research Station (Khulna District).

  9. Preparation of Terms of Reference and working schedules, and co-ordination of logistic and backstopping support for national and expatriate consultants.

  10. Editing of technical reports of national and expatriate consultants.

  11. Preparation of an inception report and of 6-monthly progress reports (UNDP-format).

  12. Liaison with FAO, UNDP, WB and other national and international agencies in project matters.

  13. Co-ordination of activities of FAO/UNDP consultants with those of other donor agencies active in FRI.

POND FISH CULTURIST

  1. Assistance in preparation of a detailed plan of operation for the Freshwater Aquaculture Research Station (FARS) of FRI in Mymensingh, including organization, research programmes, and training.

  2. Assistance in identification and preparation of individual research projects (under regular and contract research budgets) within the priority areas of the Masterplan for Fisheries Research.

  3. Assistance in day-to-day guidance of research projects (including backstopping) in the fields of

  5. Provision of on-the-job and classroom training for researchers and technicians of FARS.

  6. Assistance in upbuilding of scientific contacts and in publication of research results.

  7. Assistance in transfer of relevant research outputs to its users.

RIVERINE SPECIES SPECIALIST

  1. Assistance in preparation of a detailed plan of operation for the Riverine Fisheries Research Station (RFRS) (and a part of the Fisheries Technology Research Station, FTRS) of FRI in Chandpur, including organization, research programmes, and training.

  2. Assistance in identification and preparation of individual research projects (under regular and contract research budgets) within the priority areas of the Masterplan for Fisheries Research.

  3. Assistance in day-to-day guidance of research projects (including backstopping) in the fields of

  4. Assistance in planning and supervision of renovation activities and in procurement of equipment and materials.

  5. Provision of on-the-job and classroom training for researchers and technicians of RFRS and FTRS.

  6. Assistance in upbuilding of scientific contacts and in publication of research results.

  7. Assistance in transfer of relevant research outputs to its users.

  8. Monitoring and reporting of progress.

FISH NUTRITIONIST

  1. Preparation of a general Research Plan for the ‘Fish (and crustacean) Feed and Nutrition Programme’ of FRI, to be carried out in the Freshwater Aquaculture Research Station at Mymensingh. This Programme is expected to contain the following projects:

  2. Preparation of detailed workplans for each of the projects for the year to come, and discussion of these workplans with the relevant researchers and their research guider. The workplans should specify objectives, justification, methodology, expected output, as well as suggestions for co-operation with other research groups in the Bangladesh Agricultural University (BAU, Mymensingh) or elsewhere.

  3. Preparation of specifications and cost estimates for equipment and materials to be purchased for implementation of the complete Research Plan. Equipment should include a laboratory-type feed mill (processing line). Very special and/or expensive equipment for the feed laboratory should be considered in relation to availability at BAU or elsewhere. A purchase plan has to be drawn, including phasing of purchases, alternative brands (if any), suppliers, and costs, based on the administrative rules for purchase in Bangladesh.

  4. Preparation of a proposal for later consultancy visits of the fish nutritionist to Bangladesh, incl. his activities in the fields of

SHRIMP SPECIALIST

  1. Preparation of a Research Plan for the planned Brackishwater Fisheries Research Station (BFRS) of FRI. The plan has to contain research projects in the fields of

  2. Preparation of design criteria for the facilities needed to implement the Research Plan.

  3. Preparation of specifications and cost estimates for equipment and materials needed to implement the Research Plan.

  4. Advise with respect to the integration of the BOBP shrimp demonstration farm into FRI.

  5. Advise to the national soil specialist with respect to site selection for BFRS; advise to the expatriate engineer with respect to civil and mechanical needs of BFRS.

  6. Preparation of a proposal for later consultancy visits of the shrimp specialist to Bangladesh, including his activities in the fields of

AQUACULTURE (POND) ENGINEER

  1. Preparation of design criteria for ponds, structures, and other facilities for the Brackishwater Fisheries Research Station (BFRS) of FRI, based on the Research Plan and the site selection carried out by respectively the shrimp specialist and the soil specialist.

  2. Preparation of layout of ponds and buildings and preparation of preliminary designs of ponds and hydraulic works, all in consultation with the shrimp specialist.

  3. Preparation of specifications for earth movement.

  4. Preparation of specifications for water treatment.

  5. Reporting; a full technical report is to be submitted within two weeks after the end of the contract period; format will be discussed with the teamleader.

Terms of Reference national consultants Fisheries Research Institute

TRAINING SPECIALIST

  1. Preparation of a work programme for training to be carried out by FRI and its stations. This training should be directed both to extension workers and policy makers. The work programme should include management and logistics.

  2. Analysis of the available manpower for fisheries research in Bangladesh.

  3. Analysis of shortcomings in knowledge and/or experience (in relation to workplans) of FRI-staff, and preparation of suggestions for improvement.

  4. Development of FRI publication rules, including the course of a manuscript within FRI, responsibilities, authors, etc.

  5. Development of an FRI documentation system, including advise on books and periodicals to be purchased, circulation of documentation, relations between stations libraries, budgets, etc.

  6. Reporting; monthly progress reports (mentioning progress in a-e, in short statements) are to be submitted to the teamleader before the 5th of the next month. A full technical report is to be submitted within 2 weeks after the end of the contract period.

FINANCIAL SPECIALIST

  1. Preparation of detailed budgets for the research programmes and projects in FARS (Mymensingh), RFRS (Chandpur), and, if timely available, in BFRS (Khulna District) and MFRS (Cox's Bazar).

  2. Training of the scientists in the stations mentioned under a in budget preparation in a standardized way.

  3. Assistance in the development of an adequate accounting system for FRI, providing the necessary financial and managerial information. Training of the FRI management and account officers in the use of the system.

  4. Reporting; monthly progress reports (mentioning progress in a-c, in short statements) are to be submitted to the teamleader before the 5th of the next month. A full technical report is to be submitted within 2 weeks after the end of the contract period.

SOIL SPECIALIST

  1. Selection of a site for the Brackishwater Fisheries Research Station (BFRS) in the semi-saline area of the Khulna District. Some criteria:

  2. Detailed soil-survey of the selected site.

  3. Assistance to the expatriate aquaculture engineer in preparation of design and construction criteria for ponds, and specification of earth movement.

  4. Reconnaissance survey of areas suitable for shrimp farming and for farming of brackishwater fish, including present procedures and yields. The survey should be based on both field visits and literature reviews, and should provide a sound data-base for future research policies.

  5. Advice with respect to soil acidity problems.

  6. Reporting; monthly progress reports (mentioning progress in a-e, in short statements) are to be submitted to the teamleader before the 5th of the next month. A full technical report is to be submitted within 2 weeks after the end of the contract period.
