Members and Officers of Agricultural/Rural Organizations. While women carry out the majority of agricultural work, they are not represented in a similar proportion in agricultural and rural organizations. Initially, there were practically no women in cooperatives and pre-cooperatives promoted by the State in the late 1970s. In 1985, women's membership represented 4.6% of the total, dropping to 3% in 1988 during the economic crisis, and rising to 35.1 % in 1992. One explanation given for this situation is the loss of confidence in these structures.
Women in Decision-making Positions in Ministries and Government Bodies. The percentage of women in decision-making positions in ministries and government bodies is low. Women's representation is highest in the Ministry of Health, where they occupy 35% of the positions. in the Ministry of Rural Development, women comprise 7.3% of the decision-making and technical staff. Overall, women hold only 2.5% of the highest decision-making positions and comprise less than 19% of higher level administrative and management staff in public office.
